    Description

    The Resource Analyst will provide critical support in budget formulation, execution, and procurement planning. This role ensures compliance with policies and appropriations law, supports financial reporting, and assists with procurement and asset lifecycle management. The Resource Analyst will serve as a key point of contact for financial and resource management activities.

    The Contractor shall assist with financial management, procurement planning, and operational support. The Resource Analyst will help formulate and execute budgets, monitor expenditures, reconcile payments, and ensure compliance with  policies and procedures. The position requires strong analytical, organizational, and communication skills to support senior leadership and cross-functional teams.

    Requirements
    • Bachelor’s degree in Business Administration, Finance, Management, or related field.
    • Professional experience in budgeting, financial management, and administrative support.
    • Experience working within the legislative environment, U.S. House of Representatives, and/or the House budget rules and regulations, business processes and operations.
    • Experience developing, and maintaining custom applications, forms to create or enhance financial and administrative processes and procedures.
    • Proficiency in Microsoft Office Suite, especially advanced Excel functions.
    • Experience working with enterprise financial systems (e.g., PeopleSoft Financials or comparable ERP systems).
    • Strong analytical and problem-solving skills.
    • Ability to communicate effectively with senior staff and stakeholders.
    • Ability to work independently and collaboratively in a fast-paced environment.
    • Ability to handle sensitive and confidential matters with discretion.
    Description of Work
    • Assist with formulation, documentation, and execution of budgets; track annual Directorate budgets for procurement of goods and services.
    • Provide regular and ad hoc financial status reports; coordinate budget modifications per processes.
    • Support annual budget formulation and advise senior management on budget preparation.
    • Review and reconcile vouchers for vendor payments, employee reimbursements, and travel/purchase cards.
    • Monitor procurement plans, expiring contracts, and ensure timely contract actions.
    • Oversee asset lifecycle replacement and office equipment planning.
    • Prepare administrative documents committing Office of Finance funds; reconcile budget tracking records with financial reports.
    • Serve as point of contact for procurement management and internal audits.
    • Provide operational support to Resource Manager,  Directors, including special projects and reporting.
