Key Responsibilities:

• Lead and support end-to-end sourcing and contracting activities for full-service CROs and clinical vendors supporting clinical development programs.
• Develop and maintain clinical vendor sourcing strategies, sourcing plans, and vendor engagement approaches.
• Manage RFI/RFP processes, including requirements gathering, vendor identification, proposal review, evaluation, comparison, and selection support.
• Evaluate vendor capabilities, operating models, timelines, scope, pricing, budgets, and overall fit with clinical program requirements.
• Facilitate vendor selection and bid-defense activities with Clinical Operations, Strategic Sourcing, Procurement, Finance, Legal, and other stakeholders.
• Lead or support contract negotiations involving commercial terms, SOWs, pricing, timelines, deliverables, amendments, and change orders.
• Manage the clinical vendor contract lifecycle from sourcing and qualification through execution, amendments, performance management, and closeout.
• Review and analyze complex clinical trial budgets, vendor proposals, cost drivers, pricing structures, and financial assumptions.
• Identify opportunities to improve contract value, cost efficiency, risk mitigation, and overall outsourcing effectiveness.
• Partner with Clinical Operations and business stakeholders to ensure vendor scope and commercial terms accurately reflect study requirements.
• Monitor vendor performance, milestones, deliverables, risks, issues, and change requests.
• Support resolution of vendor performance and contractual issues and escalate significant risks appropriately.
• Ensure vendor engagements comply with applicable clinical research regulations, ICH-GCP requirements, company policies, and quality standards.
• Partner with Legal, Compliance, Finance, Procurement, Regulatory, and Clinical Operations to resolve contractual and operational issues.
• Maintain accurate, audit-ready sourcing and contract documentation throughout the vendor lifecycle.
• Identify opportunities for process improvement, standardization, benchmarking, and outsourcing efficiency.

Key Requirements and Technology Experience:

• 5+ years of relevant experience in clinical vendor outsourcing, clinical sourcing, CRO management, clinical contracts, procurement, or related pharmaceutical/biotechnology functions.
• Experience working with CROs or clinical research vendors in a pharmaceutical, biotechnology, CRO, or clinical research environment.
• Strong understanding of the clinical development lifecycle and clinical research environment.
• Experience with RFI/RFP/RFx processes, vendor evaluation, sourcing, contracting, and vendor selection.
• Experience reviewing or negotiating clinical vendor contracts, SOWs, pricing, amendments, and change orders.
• Strong financial acumen with the ability to analyze clinical trial budgets, vendor pricing, cost drivers, and commercial proposals.
• Experience managing or supporting vendor relationships, performance, governance, risk, and issue resolution.
• Strong cross-functional communication skills with experience partnering with Clinical Operations, Legal, Finance, Procurement, Compliance, and Regulatory.
• Ability to manage multiple sourcing and contracting activities in a fast-paced clinical development environment.
• Strong analytical, problem-solving, negotiation, organizational, and decision-making skills.
• Bachelor's degree in a relevant discipline required; Master's degree preferred.
• Experience supporting Oncology clinical development programs.
• MBA or JD.
• PMP, CPSM, or equivalent certification.
• Experience with complex, high-value CRO agreements.
• Experience with clinical outsourcing strategy and vendor governance.
• Experience with contract lifecycle management systems and procurement platforms.
• Experience supporting global clinical development programs.
• Knowledge of ICH-GCP and global regulatory requirement
