Requirements Management and Data Architecture Specialist
A major energy organization is seeking a requirements-management specialist who can turn complex technical and stakeholder input into controlled, traceable requirements and well-structured project data. The role will maintain the links among requirements, design documents, test cases, verification activities, project-management information, and asset-management data.
The strongest candidate will bring hands-on requirements management, advanced Excel skills, and the ability to work across licensing, engineering, project management, and technical teams. Experience with Python, relational data, IBM DOORS, Jama Connect, Polarion, Jira, or Hitachi Energy Asset Suite is valuable, but the core need is disciplined requirements traceability and practical data organization in a regulated technical environment.

- Eligible non-local contractors who live more than 100 miles from the Richland site may receive $216 per day in per diem, seven days per week, for the first 12 months. That equals approximately $78,840 in potential non-taxed per diem value over a full year, subject to eligibility and tax rules.

Responsibilities
- Elicit, analyze, clarify, and document functional and non-functional requirements with licensing, engineering, project management, and technical stakeholders.
- Maintain requirements in a structured requirements-management database with consistent naming, attributes, status, ownership, versioning, and change history.
- Establish and maintain traceability among source requirements, design documents, decisions, test cases, verification evidence, and closure status.
- Identify ambiguous, conflicting, incomplete, or unverified requirements and coordinate resolution with the responsible stakeholders.
- Support requirements change control by documenting proposed changes, assessing downstream impacts, updating linked records, and preserving an auditable history.
- Create requirements reports, traceability matrices, dashboards, quality checks, and performance metrics using Excel and established project data sources.
- Develop and apply repeatable methods for importing project data into requirements-management, project-management, and asset-management platforms.
- Define data structures, field mappings, validation rules, and workflows that improve consistency, completeness, and usability across systems.
- Support data governance by documenting ownership, source-of-truth decisions, data-quality expectations, and handoffs among project systems.
- Work under supervisory direction while coordinating closely with cross-functional teams and escalating decisions or data issues promptly.
- Support authorized business travel when required by the technical representative.
Qualifications
- Demonstrated experience eliciting, documenting, organizing, maintaining, and tracing technical or project requirements.
- Advanced Microsoft Excel capability, including cleaning and organizing datasets, lookups, pivot tables, filters, validation, reconciliation, and clear reporting.
- Ability to read technical documentation and translate stakeholder needs into clear, testable, actionable requirements.
- Experience maintaining traceability among requirements, design information, tests, verification activities, decisions, or change records.
- Strong analytical, organizational, written communication, and stakeholder-coordination skills.
- Bachelor's degree in engineering, computer science, information systems, data management, or a related field, or equivalent relevant experience.
- Ability to work onsite in Richland on a Monday-Thursday 4x10 schedule.
- U.S. citizenship.
Preferred Qualifications
- Python experience for automation, data processing, data-quality checks, imports, or requirements-validation workflows.
- Working knowledge of relational databases, SQL, structured data, data mapping, and controlled imports or migrations.
- Experience with IBM Engineering Requirements Management DOORS, Jama Connect, Siemens Polarion, or a comparable requirements platform.
- Experience with Atlassian Jira or another project/work-management platform.
- Experience with Hitachi Energy Asset Suite or another enterprise asset/work-management platform.
- Systems engineering, verification and validation, configuration management, licensing, quality assurance, or regulated-development experience.
- Commercial nuclear power, nuclear engineering/vendor, advanced nuclear, electric utility, or other highly regulated asset-intensive project experience.
