    Bureau Chief Reporting & Review

    KEY RESPONSIBILITIES

    Division of Statewide Accounting Bureau Chief who works directly under the Deputy Controller of the Statewide Accounting Division. This position is a working bureau chief who performs key functions in the creation of the Annual Comprehensive Financial Report, which includes preparing and reviewing financial statements and notes to the financial statements. Employee works alongside team members in the preparation of financial statements and manages and directs the Reporting and Review Bureau, which is responsible for the review of agency internal controls, preparation of the Annual Comprehensive Financial Report, the Legal Basis Report, the Citizen Centric Report, quarterly and annual Census Bureau reporting, and any other financial reporting requirements of the Office. This role is dependent on real-time teamwork, in-person mentoring and in-person collaboration to problem-solve and provide customer service in real time. During certain reporting and auditing periods, overtime is required for this position.

    Essential Job Functions:

    Division Level

    • Participate in defining the vision for Statewide Accounting, and in the development of short-term and mid-range plans to achieve vision milestones.
    • Identify opportunities for increased efficiencies within the Division.
    • Assist in development and maintenance of disaster recovery and business continuity plan.
    • Facilitate a positive outlook and a forward-looking environment to help make working in the Division an enjoyable, rewarding experience.

    Bureau Level

    • Participate in the ongoing development of reporting procedures and procedure manuals used to simplify and/or streamline the reporting process.
    • Assist in training various agency and local government staff in the application of governmental accounting principles.
    • Participate in the ongoing development and updating of materials to be used by agencies in providing fiscal year-end accrual information to the Office.
    • Monitor and assist agencies in the preparation and timely reporting of their fiscal year-end accrual data.
    • Analyze agency data and accrual entries and prepare necessary adjusting entries.
    • Represent the Office to other organizations (such as other state agencies, cities, counties, and accounting organizations) and to the public.
    • Research miscellaneous accounting issues and recommend actions to management.
    • Research and provide written, timely comment on applicable emerging GASB standards.
    • Prepare working papers, statistical information, note disclosures, financial statements, and assist in other fiscal year-end procedures as necessary.
    • Participate in establishing and enforcing a uniform system of internal controls for the State.
    • Increase awareness of good internal control practices and promote efficient and effective management of accounting processes.
    • Evaluate current business processes, consider alternatives to current processing, develop and implement new processes. This includes review of agency business processes, accounting systems, and internal controls; make recommendations to agency management for improvements.
    • Share expertise of accounting principles and internal control procedures with state agencies and local governments.
    • Clearly define expectations for staff under supervision. Guide, coach, develop, and train staff toward achieving those expectations.
    • Contribute to the positive performance of the Accounting Division and the office.
    • Demonstrate timely and consistent attendance.
    • Any additional duties as assigned by State Controller or his/her designee.
    • May be expected to travel.
    • In-person (and in-office) collaboration with team members to problem solve and provide customer service in real time is essential to this position.

    Minimum Qualifications:

    • Maintain an up-to-date knowledge of GAAP and governmental GAAP and any other authoritative policies, rules, and regulations pertaining to the preparation of the statewide annual financial reports and the understanding of current business ethics.
    • Strong understanding of good internal control practices and procedures.
    • Good understanding of auditing principles and practices.
    • Strong customer service orientation, excellent interpersonal skills, as well as strong change and conflict management skills.
    • Strong oral and written presentation skills, a high level of energy and enthusiasm, and strong abilities in managing and developing personnel.
    • Develop and maintain a working knowledge of DSA financial systems (Closing Packages, Wdesk, Cognos, Luma). For PC related tasks, develop and maintain a working knowledge of appropriate spreadsheet, word processing, graphics, and database software applications.
    • To qualify for the Professional Fair Labor Standards Act (FLSA) classification, the incumbent must possess one of the following: A Certified Government Financial Manager (CGFM) certification; A master's degree in accounting; or an equivalent combination of advanced education, professional certification, and specialized accounting experience as determined by the employer.
