Examples of Duties

Under the general supervision of the Operations Manager, the Rental Subsidy Supervisor - Reexaminations oversees the daily operations of the Housing Choice Voucher Program's reexamination unit. This position is responsible for supervising staff responsible for continued eligibility determinations, maintaining compliance with HUD regulations and agency policies, and supporting operational efficiency across the unit. The supervisor monitors workflow, establishes production expectations, provides technical guidance and ongoing training to staff while serving as a point of contact for participants, landlords, and internal stakeholders regarding reexamination-related concerns.

Essential Duties

Operational Leadership

  • Supervises the day-to-day operations of annual and interim reexamination activities.
  • Oversees staff assignments and balances workloads to ensure timely processing of reexaminations.
  • Develops and monitors productivity benchmarks and operational performance expectations.
  • Reviews aging reports and identifies overdue certifications requiring immediate intervention.
  • Implements workflow improvements to reduce processing delays and improve efficiency.
  • Conducts recurring pipeline meetings to monitor progress and address barriers to completion.

Compliance Oversight

  • Ensures accurate eligibility determinations in accordance with HUD regulations, agency policies, and the Administrative Plan.
  • Reviews files for compliance with income verification, asset verification, rent calculations, and required documentation standards.
  • Ensures proper execution and retention of required participant documentation.
  • Maintains knowledge of federal regulations impacting continued occupancy and eligibility determinations.
  • Assists in preparing for HUD reviews, audits, SEMAP reviews, and internal compliance monitoring activities.
  • Implements corrective actions related to audit findings, compliance deficiencies, and operational risks.

Quality Control

  • Ensures electronic and physical files are maintained in accordance with agency record retention requirements.
  • Monitors documentation standards to ensure files remain audit-ready.
  • Identifies trends in file deficiencies and develop corrective training plans.

Supervision

  • Supervises, trains, mentors, and evaluates assigned staff.
  • Conducts performance evaluations in accordance with County policies.
  • Provides coaching and technical support to improve staff performance and compliance knowledge.
  • Develops training plans in accordance with new staff onboarding and ongoing professional development.
  • Addresses performance concerns through coaching and formal corrective action when necessary.

Communication

  • Responds to escalated concerns from participants, landlords, and internal stakeholders related to reexaminations.
  • Ensures timely communication regarding delayed certifications, required documentation, and case status updates.
  • Coordinates with other internal teams to ensure continuity of services.

Performance Monitoring

  • Prepares weekly, monthly, and/or quarterly operational reports on unit productivity.
  • Tracks reexamination completion rates, overdue certifications, file deficiencies, and operational trends.
  • Makes recommendations to leadership regarding staffing, workflow improvements, and policy changes.

OTHER DUTIES:

  • Represents the department at meetings, trainings, and external stakeholder engagements.• Participates in special projects and operational improvement initiatives.
  • Performs other related duties as assigned. .

Qualifications

Bachelor's degree

Plus

Four years of progressively responsible experience in federally assisted housing programs, public housing administration, eligibility determination, or program compliance.

(Additional relevant experience may substitute for education on a year-for-year basis.)

Preferred Qualifications

Two years of supervisory, lead worker, or team management experience.

Licenses and Certifications

  • Housing Specialist Certification within 1 year of employment.
  • Program Management Certification within 1 year of employment.
  • HUD eligibility/compliance certifications, as assigned NSPIRE certification within 1 year of employment.
  • Mandatory and assigned Baltimore County Office of Human Resources (OHR) trainings
  • Personalized learning recommendations to support career growth and workforce development.

Knowledge, Skills, and Abilities

  • Extensive knowledge of Housing Choice Voucher regulations and eligibility requirements.• Knowledge of HUD compliance requirements, SEMAP standards, and documentation requirements.
  • Strong knowledge of income calculation, rent calculation, and continued occupancy regulations.
  • Ability to supervise staff in a fast-paced, highly regulated environment.
  • Strong analytical and problem-solving skills.
  • Strong written and verbal communication skills.
  • Proficiency in housing software systems such as Emphasys Elite, Microsoft Excel, and document management systems.
  • Ability to build effective relationships with staff, participants, landlords, and stakeholders.

Employees are required to participate in the Baltimore County Employees Retirement System, with very limited exceptions.

Paid Leave

Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
