Definition

Under general supervision performs work of moderate difficulty facilitating housing rehabilitation projects and performs related work as required.

Starting hourly rate | $28.56 6 Months | $29.28

Examples Of Duties

Inspects housing unit to identify areas in which rehabilitation work is needed; estimates costs and determines feasibility; prepares bid specifications; reviews bids received to determine award; prepares contracts and ensures agreement by homeowner and contractor; monitors work quality and progress; schedules final inspections by Building Inspection Staff; authorizes full or partial payment to contractor; maintains work and inspection records.

Engages with contractors as needed on program requirements, maintains professional working relationships with homeowners and contractors, and ensures communication between the contractor and homeowner to ensure satisfaction with work completed.

Keeps up to date on building codes, policies, federal requirements, and construction costs.

Provides information to the public on rehabilitation program objectives and procedures.

Draws blueprints for layout and design of Urban Homestead program houses.

Oversees multi-unit construction and infrastructure projects to ensure Davis Bacon/Prevailing Wage compliance is met with federal requirements such as Davis Bacon/Prevailing Wages, Build America, Buy America (BABA), and Section 3 of the Housing and Urban Development (HUD) Act.

Monitors projects to ensure they stay within the construction budget and remain in compliance with federal, state, and local requirements.

Qualifications

Must possess a high school diploma or GED equivalent plus two (2) years of experience involving housing rehabilitation, housing construction or related field, or an equivalent combination of training and experience which provides the knowledge, skills and abilities necessary to perform the required work in this position.

Must obtain a Lead Inspector/Risk Assessor certification within six (6) months of hire and maintain throughout duration of employment.

Must obtain a U.S. Department of Housing and Urban Development (HUD) rental unit inspection certification within six (6) months of hire and maintain throughout duration of employment. Acceptable certifications include the National Standard for the Physical Inspection of Real Estate (NSPIRE), Housing Quality Standards (HQS), or another HUD-approved equivalent certification approved by the Department Director or designee.

Must possess a valid driver's license and maintain throughout duration of employment.

Must pass a background check as prescribed by the City of Davenport.

Must reside in Iowa or Illinois within two (2) years of hire and maintain residency throughout the duration of employment.

Knowledge and Skills

Good Knowledge of:

Building construction and electrical, plumbing, and HVAC methods.

Labor and materials costs as applied to residential construction and repair.

Contract documents as applied to construction bidding procedures.

Considerable Skill in:

Establishing and maintaining effective working relationships with the public, employees, contractors, property owners and tenants.

Communicating effectively both verbally and in writing.

Problem solving and conflict resolution.

Working Skill in:

Identifying housing rehabilitation needs and making recommendations using specific construction related terminology.

Preparing work write-ups and cost estimates and contracts.

Facilitating projects from application through completion of construction.

Working through requirements of various departments such as zoning, historic, public works, etc.
