Main Purpose of Job

The Regulatory and Compliance Engineer â (RCE) Senior position within the Stormwater, Dam Safety, and Flood Management Program of the Water and Science Administration âis responsible for ensuring the successful implementation of Marylandâs stormwater management and erosion and sediment control programs and serves as a subject matter expert. The incumbent will utilize advanced proficiency in design principles and construction standards to ensure effective implementation of urban runoff control practices, evaluate statewide design standards, guidelines, and regulations, and develop recommendations for improvement.

Daily work requires knowledge of relevant laws and regulations under the Environment Article, the Code of Maryland Regulations, the Clean Water Act, and the Code of Federal Regulations pertaining to stormwater, erosion, sediment control, and municipal separate storm sewer system permits. Responsibilities include performing field inspections, providing technical assistance to stakeholders, and developing reports for compliance and enforcement of runoff control laws and regulations. This oversight directly supports Marylandâs goals of protecting and restoring Maryland''s streams, rivers, and Chesapeake Bay.

POSITION DUTIES

The RCE Senior duties consist of, but are not limited to:

Providing stormwater management and erosion and sediment control engineering expertise to the Sediment, Stormwater, and Dam Safety Program and Division.

Managing MDE''s implementation of the NPDES municipal, State, and federal stormwater permit program in specific areas of the State to ensure federal Clean Water Act (CWA) compliance.

Performing field and office evaluations of Marylandâs local erosion and sediment control programs.

Providing public education and outreach regarding stormwater design, BMP implementation, and NPDES program effectiveness.

Ensuring understanding of the Administrationâs Climate Policy and Environmental Justice Policy.

MINIMUM QUALIFICATIONS

Education:Â Â A Bachelor''s degree in engineering or architecture from an accredited college or university.

Experience: Three years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory or quality compliance with engineering/architectural standards, practices, principles and methods.

Notes:

1. Candidates may substitute the possession of a Bachelorâs degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety or related areas for the required education.

2. Candidates may substitute the possession of a Masterâs degree in engineering or architecture from an accredited college or university for up to one year of the required experience.

3. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education and one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

At least five (5) years of experience reviewing or designing stormwater management plans.

At least five (5) years of experience inspecting stormwater management and erosion and sediment control practices in the field.

Experience giving presentations and training or mentoring in stormwater management and erosion and sediment control implementation.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator''s license valid in the State of Maryland.

SPECIAL REQUIREMENTS
