TITLE: Regional Property Manager

DEPARTMENT: Silvercrest

STATUS: Full-Time, Exempt

SALARY: $110,000 - $115,000

GENERAL STATEMENT:

The Salvation Army is a branch of the Christian Church and the ultimate goal of all programs is a spiritual regeneration of all people.

OVERVIEW:

Silvercrest Management Department manages and operates the 30+ HUD subsidized senior-citizen housing communities owned by The Salvation Army.

The RPM will supervise the Northern California regional office and oversee 10-12 properties (called Silvercrest Residences) located in multiple states including but not limited to California, Nevada, and Hawaii, totaling 1200+ units. Weekly travel is required.

QUALIFICATIONS:

  • Bachelor's degree preferred.
  • Proven record of successful property management: Ten years property management experience, with five years work experience as a Property Supervisor overseeing a portfolio of HUD subsidized projects.
  • Demonstrated capacity to solve personnel and resident conflicts in an efficient and equitable manner.
  • Extensive knowledge of HUD programs, occupancy requirements and procedures for Section 8 and/or 202 PRAC program a must. LIHTC experience helpful.
  • Experience managing and analyzing expenses and budgets and applying basic accounting concepts to expense and income accounting.
  • Working knowledge of Fair Housing Regulations/504 Compliance and landlord-tenant laws and the ability to enforce fair housing regulations and provide effective grievance mediation.
  • Knowledge of preventive and on-going maintenance.
  • Willingness and availability to travel by car or plane as needed, including multiple night stays out of town. Reliable transportation is required with a valid Driver's License

ABILITY AND SKILLS REQUIRED:

  • Skill in negotiating issues, problem solving and mediation resolution
  • Skill in using MS Office Products (Word, Excel, Powerpoint) to prepare reports, memos, summaries and analyses. Knowledge of RealPage's OneSite (HUD) software, or equivalent, preferred.
  • Skill in effective verbal and written communications, including active listening skills, ability to present findings and recommendations, and ability to address group or lead presentations
  • Ability to work independently with little supervision
  • Ability to organize time, priorities and schedules
  • Ability to establish and maintain harmonious working relationships with co-workers, Departmental staff, regulators, and external contacts, and to work effectively in a professional team environment

DUTIES AND RESPONSIBILITIES:

  • Hires, trains, supervises, develops, and terminates the employment of those supervised in accordance with company policies and directives; performs performance evaluations on supervised employees; assists Property Managers with site-level employees; Recommends all new hires, status changes, and terminations for on-site personnel; interacts with HR Manager to ensure compliance with TSA personnel policies.
  • Responsible for 504 Compliance Coordination and fair housing grievance resolution for assigned Silvercrest region. Must attend fair housing/504 training on an annual basis.
  • Establishes and coordinates a communication system involving transaction and activities among Property Managers and the Territorial Silvercrest Management Department office
  • Responds to staff or resident grievances and provide problem resolution assistance, including eviction/lease violation appeals; periodically attends resident meetings/functions
  • Reviews occupancy status to ensure minimal vacancy loss and enforces Silvercrest policies regarding vacancy and make ready turnover; where necessary, develops plans to improve marketing activities
  • Monitors certification process and/or reporting to ensure compliance with HUD and/or other governmental regulations; interacts with HUD/Contract Administrators and other regulators; attends HUD Management Reviews, inspections or city inspection and prepares responses; ensures corrective action is completed within specified timeframes.
  • Reviews/audits property administrative, accounting, and maintenance areas to ensure compliance with established policies and procedures;
  • Inspects the properties to ensure the highest standards are maintained; evaluates maintenance, grounds, and housekeeping operations; conducts periodic inspection of apartments for Housing Quality Standard acceptability including vacant, staff and occupied units
  • Assists in or develops corrective programs for apartment communities
  • Assists in preparation of long range capital improvement plans and annual updates; obtains competitive bids for capital improvements or contracts and makes recommendations for vendor selection; when necessary, obtains HUD's prior approval to utilize Reserve funds.
  • Assists with monitoring major renovation/repairs
  • Prepares annual operating and capital budgets for each assigned Silvercrest; monitors and makes recommendations on budget performance and prepares quarterly summary report of same. Reviews and approves expenditures within specified budgetary/approval guidelines
  • Prepares and conducts staff meetings; develops and implements property management training programs for site staff; assists with TSA sponsored trainings, as assigned
  • Monitors the effective compliance with the Salvation Army's Protecting the Mission Policy for Work with Elders; Mandated reporter for elder abuse
  • Works in coordination with all the local Salvation Army Corps Officers of adjacent Corps and Divisional/Territorial Program staff to assure provision of programs and services to residents
  • Prepares and submits required reports in timely fashion
  • Performs other duties as assigned
