    Description

    We are seeking an experienced Regional Facilities Engineering Manager to oversee facility operations, engineering, maintenance, and capital improvement activities across multiple properties within a defined geographic area.

    This leadership position is responsible for ensuring facilities are safe, reliable, efficient, compliant, and properly maintained while providing technical and operational leadership to facilities and maintenance teams.

    The Regional Facilities Engineering Manager will oversee HVAC, electrical, plumbing, structural, building automation, preventive maintenance, capital projects, renovations, contractors, budgets, energy initiatives, and emergency response.

    The ideal candidate has extensive experience managing multi-site facilities or large property portfolios, leading technical maintenance teams, managing capital and operating budgets, and overseeing complex building systems.

    Experience within multifamily housing, affordable housing, commercial real estate, healthcare, education, government, institutional facilities, or other large property portfolios is highly desirable.

    Key Responsibilities

    Regional Facilities Leadership

    • Provide leadership and technical oversight for facilities and maintenance operations across multiple properties.
    • Lead, mentor, coach, and develop facilities engineering and maintenance personnel.
    • Assign work, establish priorities, monitor performance, and ensure accountability.
    • Establish regional maintenance standards, procedures, and performance expectations.
    • Partner with property management, operations, construction, procurement, finance, and leadership teams to address facility needs.
    • Evaluate staffing, contractor, equipment, and resource requirements across the property portfolio.

    Facilities Maintenance & Engineering

    • Oversee routine, preventive, predictive, and corrective maintenance programs for building systems, including:
      • HVAC
      • Electrical systems
      • Plumbing
      • Mechanical equipment
      • Building automation and controls
      • Fire and life-safety systems
      • Structural components
      • Roofing
      • Carpentry
      • Painting
      • Building envelope
      • Grounds and exterior systems
    • Establish preventive-maintenance schedules and monitor completion and effectiveness.
    • Review recurring equipment failures and implement corrective or preventive solutions.
    • Evaluate facility conditions and recommend repair, replacement, or capital-improvement strategies.
    • Review inspections and maintenance data to determine property needs and service quality.

    Capital Projects & Renovations

    • Plan and manage facility upgrades, renovations, equipment replacements, and capital improvement projects.
    • Develop project scopes, budgets, schedules, and technical requirements.
    • Coordinate projects from initial planning through construction and final completion.
    • Review construction plans, drawings, specifications, and technical documentation.
    • Monitor project costs, schedules, quality, safety, and contractor performance.
    • Coordinate facility projects with internal departments, consultants, contractors, and other stakeholders.
    • Identify project risks and implement corrective measures when required.

    Budget & Cost Management

    • Develop and manage annual operating and capital facilities budgets.
    • Forecast maintenance, repair, equipment-replacement, and capital-project costs.
    • Monitor expenditures and identify budget variances.
    • Develop recommendations for equipment repair versus replacement.
    • Assist with long-term capital planning and facility-condition assessments.
    • Coordinate with Procurement regarding materials, equipment, contractors, and specialized services.
    • Identify opportunities to improve maintenance efficiency and control operating costs.

    Contractor & Vendor Management

    • Develop scopes of work and technical requirements for contracted maintenance and construction services.
    • Assist with sourcing and evaluating qualified contractors and service providers.
    • Manage third-party contractors performing:
      • HVAC services
      • Electrical work
      • Plumbing
      • Roofing
      • Construction
      • Equipment maintenance
      • Building controls
      • Other specialized facility services
    • Monitor contractor performance for quality, schedule, safety, cost, and contract compliance.
    • Review contractor proposals, invoices, and completed work.
    • Resolve service and performance issues with contractors and vendors.

    Compliance, Safety & Risk Management

    • Ensure facilities comply with applicable:
      • Building codes
      • Fire and life-safety requirements
      • Environmental regulations
      • Occupational safety requirements
      • Accessibility requirements
      • Internal policies and procedures
    • Conduct or coordinate facility inspections and compliance audits.
    • Identify unsafe conditions and implement corrective actions.
    • Maintain required facility, maintenance, inspection, and safety documentation.
    • Promote safe work practices among employees and contractors.
    • Monitor occupational hazards and ensure appropriate safety precautions are followed.

    Building Systems & Technology

    • Monitor and optimize facility performance using Building Management Systems (Client) / Building Automation Systems (Client).
    • Review equipment performance data and identify opportunities to improve reliability.
    • Support the use of CMMS, work-order management, asset-management, and facility-management technology.
    • Review blueprints, technical drawings, equipment specifications, and engineering documentation.
    • Maintain accurate records of facility assets and major building systems.

    Energy & Sustainability

    • Monitor energy and utility consumption across the property portfolio.
    • Identify opportunities to reduce electricity, water, and other utility costs.
    • Implement energy-efficiency and sustainability initiatives.
    • Evaluate energy-saving equipment and capital investments.
    • Support sustainability programs such as LEED or comparable building-performance initiatives when applicable.

    Emergency Response

    • Develop and maintain emergency-response procedures for facility-related events.
    • Lead or coordinate responses to:
      • Power outages
      • HVAC failures
      • Water leaks
      • Flooding
      • Equipment failures
      • Structural concerns
      • Weather-related incidents
      • Other facility emergencies
    • Coordinate emergency contractors and internal resources.
    • Conduct post-incident reviews and recommend preventive measures.
    • Participate in after-hours emergency response when necessary.

    Reporting & Performance Management

    • Develop regular reports covering:
      • Work-order performance
      • Preventive-maintenance completion
      • Facility conditions
      • Capital-project status
      • Budget performance
      • Safety and compliance
      • Equipment reliability
      • Contractor performance
      • Energy consumption
    • Establish and monitor facilities Key Performance Indicators (KPIs).
    • Analyze maintenance trends and recommend operational improvements.
    • Maintain accurate facility and project documentation.

    Required Qualifications

    • Bachelor's degree in Mechanical Engineering, Electrical Engineering, Civil Engineering, Industrial Engineering, Environmental Engineering, Facilities Management, Construction Management, or a related discipline.
    • Approximately 10+ years of progressively responsible facilities engineering, facilities management, building operations, maintenance, or related experience.
    • Demonstrated leadership experience managing facilities engineering or maintenance personnel.
    • Experience managing multiple facilities, properties, sites, or a large property portfolio strongly preferred.
    • Strong working knowledge of:

    • Demonstrated experience managing capital improvement projects.
    • Experience developing and managing operating and capital budgets.

    • Ability to read and interpret blueprints, drawings, specifications, and technical documentation.
    • Strong project-management, leadership, analytical, and problem-solving skills.
    • Proficiency with Microsoft Office and facilities-management technology.
    • Valid driver's license and ability to travel regularly between assigned properties.

    Preferred Qualifications

    • Experience managing a regional or multi-site facilities portfolio.
    • Multifamily residential or affordable-housing facilities experience.
    • Public-sector, institutional, healthcare, education, commercial real estate, or government facilities experience.
    • Experience with HUD-related housing quality or property-maintenance standards.
    • Experience with Client/Client systems.
    • Experience with CMMS or computerized maintenance-management systems.
    • Experience with AutoCAD.
    • Experience with SAP or comparable enterprise systems.
    • Knowledge of energy-management and sustainability programs.
    • Professional certifications such as:
      • CFM Certified Facility Manager
      • FMP Facility Management Professional
      • SFP Sustainability Facility Professional
      • LEED AP
      • BOMA certifications
      • Professional Engineer (PE), where applicable

    Physical & Work Requirements

    This position combines office, property, mechanical-room, construction-site, and outdoor work.

    Candidates must be able to perform site inspections and work in environments that may include heat, humidity, cold, noise, dust, fumes, poor ventilation, and active maintenance or construction conditions.

    The position may require:

    • Standing and walking for extended periods.
    • Climbing stairs and ladders.
    • Bending, kneeling, reaching, pushing, and pulling.
    • Inspecting mechanical and building equipment.
    • Occasional lifting of up to 50 pounds.
    • Travel between assigned properties.
    • Availability outside normal business hours for significant facility emergencies.
