Job Description Summary

The Regional Environmental Compliance Manager (RECM) is responsible for monitoring and ensuring the proper management of all aspects of environmental compliance as it relates to policies, procedures, and guidelines set forth by GFL and with all local, state, and federal regulatory authorities. This is a dynamic role that works with facility operations and leadership teams to provide direction on regulatory and permit requirements using compliance tracking tools to provide reports and track necessary corrective actions. The RECM maintains relationships with regulatory agencies, ensures that compliance reports and agency responses are completed timely, provides training to our operations team, and reviews regulations for potential impact on the business.

The desired location for this position is Peoria, IL; however, applicants from or willing to relocate to Springfield or other central and southern Illinois locations will be considered.

Key Requirements
  • Travel & Location: Requires approximately 65% travel (mostly local, some overnight) covering sites in central and southern Illinois. This is a work-from-home position when not in the field.
  • Environmental Oversight: Manages all compliance tasks (permitting, sampling, reporting, recordkeeping) for Water (NPDES, stormwater, SPCC), Air (Title V, NSPS, methane), and Waste programs.
  • Project Management: Leads permitting efforts including renewals, modifications, and closures by coordinating with corporate engineering, third-party consultants, and regulatory agencies.
  • Regulatory Relations: Maintains relationships with agencies and manages non-compliance events, including notices of violation and follow-up corrective action planning.
  • Inspection & Training: Conducts regular facility inspections and facilitates technical training for operations teams to ensure adherence to regulations and GFL policies.
  • Reporting: Maintains internal electronic records (SEMS) and provides monthly, quarterly, and annual status reporting to corporate leadership.
  • Technical Support: Acts as a Subject Matter Expert (SME) for the region, identifying compliance risks and providing technical reviews on construction, design, and safety projects.
  • Integration & Strategy: Supports new acquisition integration and participates in project planning, budgeting, and contract negotiations.
Knowledge, Skills & Abilities
  • Education & Experience: 4-year degree in natural sciences, environmental management, or related field with 10+ years of progressive field experience in environmental management and permitting.
  • Regulatory Expertise: Extensive knowledge of EPA/state regulations including RCRA, CERCLA, NPDES, TITLE V EPA CAA, NSPS, and TSCA; general safety knowledge is beneficial.
  • Technical Proficiency: Advanced computer skills in Microsoft Excel, Word, and Outlook, with the ability to master third-party environmental management software (SEMS) and Power BI.
  • Communication: Strong interpersonal, oral, and written communication skills with the ability to deliver presentations and write position statements for government agencies.
  • Project Execution: Proven ability to manage multiple projects simultaneously, establish priorities, and meet strict deadlines in a fast-paced environment.
  • Problem Solving: Ability to work independently, develop new processes, and initiate tasks while maintaining high levels of integrity and confidentiality.
  • Physical Adaptability: Ability to work outdoors (65% of the time) at hauling companies, transfer stations, and active/closed landfills; comfortable with moderate to loud noise and varied weather conditions.
  • Professional Habits: A quick learner with solid work habits, capable of handling high-pressure situations and emergency needs requiring early morning starts.
