Position Purpose
Provides regional leadership and operational management for Talent Management services supporting assigned campuses within the North, Central, or South region. Oversees staffing, recruitment, certification, onboarding and fingerprinting functions through direct supervision of regional staff and coordination of campus support services.
Serves as the primary Talent Management partner to campus leadership, ensuring timely staffing, compliance with certification requirements, and effective hiring practices. Leads execution of Talent strategies at the regional level while ensuring responsive, high-quality support aligned with district priorities.
ESSENTIAL JOB FUNCTIONS
Regional Leadership & Service Delivery
Leads day-to-day execution of staffing, recruitment, certification, onboarding and fingerprinting operations within the assigned region.
Implements regional service delivery expectations to ensure consistent and responsive campus support.
Translates district Talent Management priorities into actionable regional plans and outcomes.
Ensures alignment of regional work with direction from the Executive Director Regional Talent.
Campus Support & Engagement
Serves as the primary Talent Management contact for campuses within the assigned region.
Provides direct support to campus leaders in staffing, recruitment, certification and fingerprinting requirements.
Conducts regular campus meetings, check-ins, and support visits focused on workforce needs and hiring progress.
Guides campus leadership through hiring processes, candidate selection, certification requirements, and fingerprinting compliance.
Supports campuses in addressing staffing gaps, hard-to-fill positions, and workforce challenges.
Ensures campuses receive timely, accurate, and consistent Talent Management services.
Escalates trends, challenges, and workforce needs to the Executive Director to inform decision-making and improvements.
Staffing & Recruitment Oversight
Directly responsible for regional staffing outcomes, including vacancy management and time-to-fill positions.
Oversees recruitment processes to ensure campuses are staffed with qualified and certified personnel.
Supervises Coordinator III of Talent Management to ensure effective: requisition management, candidate pipelines, interview and selection processes
Monitors staffing trends and develops action plans to address workforce gaps.
Ensures consistency in hiring practices and candidate experience across campuses.
Onboarding, Certification & Fingerprinting Management
Oversees onboarding and certification and fingerprinting processes in collaboration with regional onboarding staff.
Ensures all hires meet certification and fingerprinting/background clearance requirements prior to placement.
Monitors timelines for onboarding completion, certification verification, and fingerprinting clearance.
Coordinates processes to ensure seamless transition from candidate selection to employee start.
Ensures accuracy, compliance, and documentation related to employee eligibility and clearance.
Performance Monitoring & Continuous Improvement
Tracks and analyzes key performance indicators, including: vacancy rates, time-to-fill, certification compliance, fingerprinting/background clearance completion and hiring timelines
Uses data to identify trends and improve service delivery.
Provides updates and reports to the Regional Executive Director on regional performance.
Leads continuous improvement efforts to strengthen Talent operations and campus support.
Policy, Compliance & Governance
Ensures compliance with federal, state, and local employment laws and certification requirements, and fingerprinting/background check regulations.
Implements district policies and ensures consistent application across campuses.
Provides guidance to campus leaders and staff on hiring and certification, and fingerprinting requirements.
Supports audits and monitoring processes related to staffing, certification and clearance compliance.
Collaboration & Stakeholder Engagement
Collaborates with Regional Executive Director and other Regional Directors to ensure consistency across regions.
Works with central Talent teams and departments to support district-wide initiatives.
Serves as liaison between campuses and central Talent Management and compliance functions.
Safety
Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.
Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.
Corrects unsafe conditions in work areas and promptly reports any conditions that are not immediately correctable to the supervisor.
Reports unsafe conditions and ensures compliance with safety practices.
Supervisory Responsibilities
Directly supervises the Coordinator III Talent Management (Staffing, Recruitment & Certifications) and the Specialist II Onboarding staff.
Provides leadership, coaching, and performance management to regional team members.
Establishes clear expectations, monitors performance, and ensures accountability.
Builds team capacity to support effective and responsive campus service delivery.

Travel Requirements
Frequent travel to district campuses across assigned regions for meetings, learning walks, and support activities.
Travels to professional meetings as required; some state wide travel may be required.

Minimum Required Qualifications
Education:
Bachelor's degree from an accredited college or university in Human Resources, Business Administration, Education Administration, or a related field required.
Master's degree from an accredited college or university preferred.
Certification/License:
HR or leadership-related certifications (e.g., SHRM, PHR/SPHR) preferred.
Experience:
Minimum of 7 years of progressively responsible experience in Human Resources, Talent Management, or a related field required.
Experience in staffing, recruitment, onboarding, certification, or compliance processes required.
Minimum of 3-4 years of supervisory or leadership experience required.
Experience working within a large, complex organization such as a school district preferred.
Experience supporting campus leaders or field-based operations strongly preferred.
