DESCRIPTION

As a Recycling and Program Specialist I with the City of Corona's Utilities Department, youll play a key role in supporting and advancing residential and municipal recycling and waste reduction efforts. Under guidance, you'll assist in developing and implementing recycling programs and policies, conduct research on current trends and best practices, and prepare educational materials and grant documents that drive community awareness and engagement.
You'll also provide critical support during outreach events, respond to public inquiries, and conduct regular site visits to ensure compliance with recycling and waste regulations. By maintaining recycling program data, preparing reports, and aiding in staff and volunteer training, you'll help lay the foundation for Corona's growing sustainability initiatives. THE DEPARTMENT
The Utilities Department is dedicated to providing high-quality water, reclaimed water, sewer, and electric services to the community. The eligibility list established from this recruitment may also be used to fill the current and/or additional vacancies throughout the City. The successful candidate will be required to undergo a reference / background check including livescan and pass a pre-employment medical examination (which will include a drug/alcohol screening).

THE ORGANIZATION
The City of Corona is a General Law city operating under a Council-Manager form of government. Policy making and legislative authority is vested in the City Council, consisting of a Mayor and four Council Members. Members of the City Council are elected by District to a four-year term. The Mayor is selected by the Council and serves as the presiding officer for one year. The City is organized into the following departments/organizational units: Community Services, City Manager's Office, Economic Development, Finance, Fire, Human Resources, Information Technology, Legal and Risk Management, Police, Planning & Development, Public Works, and Utilities. Oversight of these departments is divided between the City Manager and an Assistant City Manager. The Citys total operating budget for Fiscal Year 2026 is $422.7 million with a General Fund operating budget of $231.3 million. CONFIDENTIAL EMPLOYEES CITY PAID BENEFITS*
For a complete explanation of benefits, benefit eligibility and restrictions; please refer to the current City Council Resolution Governing Compensation and Benefits of Non-Represented Confidential Group Employees. Any information contained herein that may conflict with the provisions of the Resolution, the Resolution shall prevail.
RETIREMENT: Employees are covered by the California Public Employees Retirement System (CalPERS). The City does not participate in Social Security, and the City pays the employees mandatory contribution to the Medicare Program. The City offers two retirement formulas based on the employees current CalPERS membership status. The 2.7% @ 55 for miscellaneous or 3 % @ 50 for safety, single highest year of service retirement formula will be applied to employees hired prior to January 1, 2013 and those current CalPERS members with no significant break in PERS-qualified employment. The 2% @ 62 for miscellaneous or 2.7% @ 57 for safety, three-year average retirement formula will be applied to those employees with a significant break in PERS-qualified employment and those who have not formerly been a member of CalPERS or another retirement program with which CalPERS has a reciprocal relationship.All employees hired on or after January 1, 2013, will be subject to CalPERS membership review for applicability of PEPRA.
ANNUAL LEAVE & HOLIDAYS: Each biweekly pay period, Annual Leave hours earned are posted to the account of each employees account. Employees shall accrue Annual Leave as outlined in the Confidential Resolution. Please refer to page 15 of most current Resolution by Clicking here.
There are 13 (10 hours) paid holidays (130 hours) per calendar year.
IN LIEU LEAVE: The City will provide executive leave for exempt Confidential Group employees in lieu of other compensation for overtime. Exempt Confidential Group employees shall be granted Executive Leave of eighty (80) hours during any fiscal year regardless of the employees particular work schedule.
DEFERRED COMPENSATION (457) PLAN: To supplement retirement, employees can make voluntary salary deferrals to a Nationwide plan. Employee contribution limits are defined by law.
The City shall make a matching contribution into employee's deferred compensation (457(b) or 401(a)) account at the end of each quarter in an amount equal to that deposited by the employee, but not to exceed nineteen hundred dollars ($1,900) per calendar year. Employees who do not open a deferred compensation account will not receive a City contribution.
The City shall provide Tier II employees an additional payment into their deferred compensation (457(b) or 401(a)) plan account equal to one hundred and fifty dollars ($150) per quarter.
RETIRED HEALTH SAVINGS: Tier II Employees. The City shall deposit into the Nationwide Retirement Health Savings Account of each Tier II Employee $250.00 per quarter.
BI-LINGUAL PAY: The City shall pay $322.50 per month to employees for Bilingual Pay. An employee receiving Bilingual Pay will be required to speak the alternative language in the course and scope of their employment and may be asked to assist in translating even if unrelated to their specific job duties.
LONGEVITY PAY: After 5 years of service $1,400.00 annually. After 10 years of service $1,600.00 annually. After 15 years of service $1,800.00 annually. After 20 years of service $2,000.00 annually.
MEDICAL INSURANCE: The City currently offers Kaiser and Blue Shield HMO plans as well as several Anthem Blue Cross PPO plans through CalPERS. For plan information, click the link below.Health Plan InformationThe City provides a Medical Allowance to Members to be used for the purpose of purchasing mandatory health coverage offered through PEMHCA for the Member and his or her eligible dependents. The Medical Allowance shall consist of the following: (1) the Base Contribution Rate, plus (2) an amount equal to the difference between the Base Contribution Rate and the following amounts, as applicable:
In lieu of receiving the Medical Allowance and Medical Difference (if applicable), a Member may elect to receive a monthly allocation to the Cafeteria Plan according to the following schedule: (1) $600.00 for Employee + 2 or more dependents(2) $400.00 for Employee + 1 dependent(3) $200.00 for Employee Only
DENTAL INSURANCE: The City currently offers HMO and PPO dental insurance through Delta Dental. Dental insurance premiums are paid by the employee.
VISION INSURANCE: The City currently offers vision insurance through Eye Med. Vision insurance premiums are paid by the employee.
FLEXIBLE SPENDING ACCOUNT: Each employee may contribute to either a medical reimbursement account or dependent care account to pay for unreimbursed medical expenses and/or dependent care expenses with pre-tax dollars. The flexible benefit plan is offered at the time of hire and at each open enrollment period.
DISABILITY INSURANCE: Short-term and long-term disability insurance is provided free to each employee.
LIFE INSURANCE: The City provides a term life insurance policy to each employee equal to 5 ½ times the employees annual basic earnings to a maximum, of $750,000.00. Retiree life insurance policy at $50,000 until age 70.
EMPLOYEE ASSISTANCE AND COUNSELING PROGRAM: This is a comprehensive program designed to help employees and their family members find direction in solving personal and/or emotional problems.
TUITION REIMBURSEMENT: Education plans approved in writing by the City on or after November 14, 2017, the City shall reimburse Members for the costs (tuition and books) up to a maximum amount equivalent to the California State University fee schedule for tuition per semester and a lifetime maximum amount of $10,000 per employee.
