    GENERAL JOB DESCRIPTION

    The Recruiting Manager works to strategically optimize all aspects of the recruitment process. This position will deliver recruitment support to all HCSG branches, including developing innovative recruitment and sourcing plans, advertising jobs, screening applicants, and interviewing applicants. The recruiter will also engage in a full range of activities that produce a qualified applicant pool of candidates for job vacancies in advance of need. This position will manage recruitment reporting, applicant flow, and any other recruitment-related activities and deliverables, while demonstrating the commitment of the mission and vision of the organization.

    DUTIES & RESPONSIBILITIES

    • Confer with Director of HR to identify recruiting needs and develop effective recruiting plans and strategies
    • Manage the daily duties of the Recruiting Coordinator.
    • Lead and direct the sourcing of applicants through various methods including advertising, recruiters, job sites, career fairs, online platform and social media
    • Network with technical schools and universities on developing recruitment programs to attract an applicant pool for open positions for all HCSG locations
    • Work with external headhunters and staffing agencies to identify talent for administrative/professional open positions for all HCSG locations
    • Negotiate fees with headhunters and staffing agencies as well as create a preferred vendor list for the organization
    • Manage vendor applicant process for all positions. This includes the applicant life cycle until the date of hire.
    • Maintain effective relationships with social and professional networks to source qualified candidates such as LinkedIn, CareerBuilder, Zip Recruiter, etc.
    • Monitor and measure all social media analytics to evaluate effectiveness of resource and report analytics in bi-weekly meeting.
    • Manage all recruiting resources renewals (social media, job boards and support services vendors).
    • Coordinate with marketing department to create and distribute HCSG brand material and recruitment supplies to promote mission and vision of the organization
    • Identify and travel to local/regional/national job fairs to market the organization and recruit qualified talent
    • Ensure regulatory aspects of the full cycle recruitment process that is compliant with federal and state legislation
    • Maintain recruiting metrics (cost per hire, cost of resources, offers, accepts, declines, etc.)
    • Align job candidate profiles with staffing objectives
    • Develop staffing plans with Regional Managers to identify needs for each branch location (weekly meeting); Provide regular updates and feedback to managers in a timely manner
    • Manage and review Predictive Index Software for management by providing cognitive and behavior outcomes for each candidate assessment; Manage and review the handwriting test for managers.
    • Coordinate bi-weekly meeting with hiring managers on market specifics (i.e. company closures, local job fairs, recruiting campaigns, market strategies, etc.)
    • Other duties as assigned

    PHYSICAL DEMANDS

    The work is primarily sedentary. The employee may sit comfortably to do the work. There may be some walking, standing, bending, carrying of light items such as papers, books, or small parts 50% of the time. Must be able to pick up boxes weighing no more than 10 pounds. No special physical demands are required to perform the work. Employee will be required to travel from time to time (20 30%) and must be willing to work various shifts to accommodate needs of HCSG branches and recruitment events.

    WORK ENVIRONMENT

    Work is normally performed inside with a normal degree of temperature for office setting.

    MINIMUM QUALIFICATIONS

    • Bachelors degree in Business or Human Resources
    • 5 - 7 years Recruiter experience and knowledge of general principles of recruiting
    • 5 - 7 years of experience in managing applicant tracking systems
    • 5 7 years of experience in candidate sourcing solutions
    • Knowledge of relevant social media platforms
    • Knowledge of applicable computer applications (Microsoft, Word, Excel, PowerPoint, etc.)
    • Professional experience in a fast paced, mid to large sized company with ability to multitask
    • Knowledge of various local, state and federal laws
    • Ability to assess areas that need improvement and act independently to implement effective recruiting strategies within the organization
    • Must possess confidentiality
    • Must possess great planning, communication and problem-solving skills
    • Must be able to work in a team setting
    • Must possess great negotiation skills

    PREFERRED QUALIFICATIONS

    • Master Level Degree with a concentration in Human Resources or related field
    • PHR/SPHR certification preferred
    • Knowledge of PayCom HRIS software

    The qualified candidate will be able to pass drug, alcohol, background, and motor vehicle check.
