RANGE OF PAY: Range $32.36 - $36.43 per hour D.O.E.

PLACE OF WORK: Chambersburg Recreation Department

HOURS OF WORK: flexible schedule that could include evenings, weekends and holidays

POSITION SUMMARY

The incumbent of this position serves as the department-level supervisor for Recreation Programs, Sport Leagues, and the Aquatic Center operations under the direction of the Recreation Director and Assistant Director. The incumbent individual is instrumentally involved with the hiring, training and supervision of personnel required to instruct programs, provide oversight for leagues, and operate the Aquatic Center. The incumbent is responsible for the professional, safe, and successful day-to-day operations of the Aquatic Center. Works closely with and provides direct supervision and guidance over the Recreation Programming staff to ensure comprehensive program and league objectives are being met.

As a Recreation Professional, the incumbent will possess a background in pools, pool programming, recreation sport leagues and program development, the supervision of recreation facilities, full, part-time, volunteers, and seasonal, including minor, employees. Required to work a 40-hour, flexible schedule to include some weekends, evenings, and holidays.

ESSENTIAL FUNCTIONS OF JOB

  • Manages, develops, and supervises the administration and execution of all Recreational Programs;

  • Manages, develops, and supervises the implementation of Aquatic Programs including the day-to-day operations of Chambersburg Aquatic Center;

  • Serves as League Manager for all sports leagues at the Chambersburg Recreation Center;

  • Serves as the lead Hiring Manager for the hiring & training of all seasonal Aquatic Center staff;

  • Serves as the Supervisor for the Chambersburg Lifeguarding staff to include seasonal Pool Managers, Head Lifeguards, Lifeguards, Activity Attendants and Concessions staff;

  • Serves as the Supervisor for the Chambersburg Aquatic Center Concessions to include seasonal Food Service staff;

  • Serves as the Supervisor for the Admissions & Membership Program for the Chambersburg Aquatic Center (CAC);

  • Assists the Assistant Director of Recreation manage the front desk (office) operation at the Recreation Center;

  • Assists with creating, implementing and maintaining department policies for employees, volunteers, and participants;

  • Assists the department leadership with ensuring compliance to recreation guidelines, and the laws and regulations for employing minors, contractors, volunteers, and seasonal workers;

  • Makes recommendations as to personnel matters such as hiring, separation, performance, promotion, discipline, etc. for all Recreation Programming and Aquatic staff;

  • Trains and evaluates the performance of direct reports and provides recommendations for improvement and/or intervention to the department leadership;

  • Trains seasonal site supervisors and managers to ensure a safe, healthy and positive experience for those participating, including spectators;

  • Oversees the requisition and maintenance of an inventory of equipment and supplies necessary;

  • Under the direction of the Recreation Director and Assistant Director, oversees public information and education programs, including facility tours;

  • Prepares and submits required regulatory reports, as well as necessary reports regarding scores, stats and accident / injury forms;

  • Maintains good personnel and public relations;

  • Facilitates staff meetings with direct reports and conducts pre-season league meetings;

  • Enforces League guidelines fairly and consistently, and provides direct, on-site supervision when necessary;

  • Responsible for overseeing the scheduling of League games, assisting Recreation personnel with scheduling officials for all games, and periodically attending games to monitor operations;

  • Communicates with the Aquatic Center Maintenance personnel regarding necessary repairs and/or maintenance-related concerns at the Aquatic Center facility;

  • Works alongside Recreation Maintenance Manager for water chemistry & balance issues at the Chambersburg Aquatic Center;

  • Facilitates weekly employee recognition program for the Chambersburg Aquatic Center;

  • Maintains and submits pertinent records in respect to daily patron admissions and revenue, accidents/incidents, rescues, drills and first aid at the Aquatic Center;

  • Assists with the collection of all fees, prepares daily records of receipts and deposits in accordance with Borough policy;

  • Works diligently to promote a healthy and positive work environment.

QUALIFICATIONS

Education

An Associates degree in Recreation, Sports Management, and/or related field is required;

Possess and maintain a CPO (Certified Pool Operator) certification, First Aid, CPR and Oxygen Administration Certifications;

ServeSafe License

Preferred

Bachelors degree in Recreation, Sports Management, and/or related field is required

Pesticide Applicator Code 24 Certification

Rec-Related Professional Certification

Experience:

2-5 years experience in Lifeguarding & Lifeguard Management

Prior experience in cash handling and financial transactions

Prior experience implementing recreation programs

Prior supervisory experience

Or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

WORK AUTHORIZATION/SECURITY CLEARANCES

Must be legally authorized to work in the United States and maintain required clearances to hold a position at the Chambersburg Borough.

ADDITIONAL ELIGIBILITY REQUIREMENTS

Must reside within forty-five (15) driving miles of the corporate limits of the Borough of Chambersburg within one (1) year of the hire date as their bona fide primary residence, and continue to reside within that area while employed.

Incumbent must have and maintain a valid motor vehicles license, three (3) years clean driving history, and be insurable in the independent opinion of the Borough's motor vehicle insurance underwriter.
