JOB SUMMARY
The Economic Development Analyst supports the City's economic development and redevelopment efforts through real estate and development financial analysis, market research, site analysis, and strategic evaluation of development opportunities. This position plays a critical role in assessing project feasibility, redevelopment initiatives, economic development incentives, and public-private partnerships to support investment and development decisions.
Reporting to the Director of Economic Development, the Analyst evaluates development opportunities, real estate market conditions, project economics, fiscal impacts, and incentive structures. The position works directly with developers, property owners, businesses, consultants, and other stakeholders and uses strong financial analysis, Excel, research, GIS, and data visualization skills to provide actionable recommendations to City leadership and decision-makers.
ESSENTIAL JOB FUNCTIONS
Real Estate Market and Site Analysis
Conducts real estate market, site, demographic, industry, and economic analyses to evaluate development patterns, market conditions, investment opportunities, and factors affecting the City's economic competitiveness and growth.
Real Estate and Development Financial Analysis
Performs financial analyses of development and redevelopment projects, including development pro formas, project feasibility, return on investment, development costs, revenues, financing assumptions, fiscal impacts, and long-term sustainability.
Development Pro Formas and Project Feasibility
Develops, reviews, and evaluates development pro formas and financial models to assess project feasibility, financing gaps, development scenarios, and the potential need for public participation or economic development incentives.
Economic Development Incentives and Development Finance
Analyzes economic development incentives, development finance tools, incentive agreements, and proposed public investments. Evaluates financial and fiscal impacts, project need, anticipated community benefits, and alignment with City goals.
Due Diligence and Development Opportunity Evaluation
Conducts financial, market, site, and project due diligence for prospective development and redevelopment opportunities. Reviews relevant data, project assumptions, market information, and supporting documentation to identify risks, opportunities, and key considerations.
Public-Private Partnerships and Redevelopment Support
Provides analytical and project support for public-private partnerships, redevelopment initiatives, strategic development opportunities, and other economic development projects. Assists with evaluating proposals, project structures, financial terms, and implementation considerations.
Geographic and Spatial Analysis
Utilizes GIS technology and spatial analysis tools to evaluate sites, development patterns, parcels, market conditions, infrastructure considerations, and investment opportunities.
Developer and Stakeholder Engagement
Works directly with developers, property owners, businesses, consultants, brokers, community organizations, regional partners, and internal departments to gather information, evaluate opportunities, coordinate due diligence, and advance economic development and redevelopment projects.
Research, Reporting, and Decision Support
Conducts research and prepares financial analyses, reports, maps, dashboards, presentations, and policy briefings that translate market, development, and economic information into actionable recommendations for leadership and decision-makers.
Economic Development Program and Project Evaluation
Measures and evaluates the effectiveness of economic development programs, incentive agreements, redevelopment initiatives, and strategic investments. Monitors project performance and recommends improvements based on financial, market, and qualitative analysis.
Special Projects and Strategic Initiatives
Leads or supports analytical efforts for major development and redevelopment projects, property and site evaluations, public-private partnerships, grant applications, and other strategic economic development initiatives.
MINIMUM QUALIFICATIONS
Education and Experience:
Bachelor's degree in Real Estate, Finance, Economics, Business Administration, Urban Planning, Public Administration, or a closely related field; and three (3) to five (5) years of progressively responsible experience in commercial real estate, real estate development, redevelopment, economic development, development finance, financial analysis, market research, or a related field; or an equivalent combination of education, training, and experience.

PHYSICAL DEMANDS
The work is sedentary to light which requires the ability to exert light physical effort, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Tasks also require the ability to perceive and discriminate colors or shades of colors, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
