Required Education • High School Diploma or equivalent. Preferred Education • Bachelor's Degree.

Required Experience • 5+ years of experience in Right of Way, Railroad, Utility real property transactions, or real estate acquisition. • Experience working with Railroad agencies or entities, including UPRR, BNSF, OCTA, LAMTA, SCRRA, or similar rail organizations. • Experience acquiring and managing easements, license agreements, right-of-entry agreements, and conditional clearance memos. • Experience reviewing plans, easements, and land-related documents and interpreting land rights and easements.

Preferred Experience • 5-7 years of experience in Railroad agency, Utility, Right of Way acquisition, real property transactions, or real estate acquisition. • Experience supporting Railroad-related projects and coordinating requirements with Railroad agencies.

Required Skills • Ability to manage multiple Railroad projects and requests. • Ability to identify Railroad constraints and potential encroachment concerns. • Knowledge of Railroad approval, clearance, and land-right requirements. • Ability to interpret land rights and easements. • Strong follow-up, organization, and time-management skills. • Ability to make timely, informed decisions using sound judgment. • Ability to work effectively both independently and as part of a team. • Strong communication and customer service skills. • Ability to adjust communication style and level of detail based on the audience. • Strong commitment to safety when making project decisions.

Preferred Skills • Experience coordinating with UPRR, BNSF, OCTA, LAMTA, SCRRA, or other Railroad entities. • Experience coordinating Railroad safety training and flagging services. • Experience managing Railroad-related payments, agreements, invoices, and fees. • Experience using SharePoint and project tracking systems for Railroad requests. • Experience supporting large rail expansion projects.

Key Responsibilities • Lead and manage approximately 50+ new Railroad projects, including UPRR and BNSF requests. • Oversee 100+ pre-construction Railroad projects requiring follow-up, safety training coordination, flagging services, and payment processing. • Coordinate Railroad approvals, clearances, and land rights to support project schedules. • Communicate with internal Operating Units regarding Railroad processes, requirements, and timelines. • Meet regularly with Railroad agencies to review project status, resolve concerns, and support approvals. • Work with Project Management teams to scope Railroad requirements for large rail expansion projects. • Project manage, negotiate, and schedule bus bridging for Client projects. • Process Railroad acquisition, line rent, agreement, invoice, flagging, safety training, and related payments. • Prepare Senior Leadership routing memos for applicable non-PO payments. • Manage access to the Railroad SharePoint site and ensure teams can submit and track requests. • Schedule Railroad safety training for crews working within Railroad rights-of-way. • Attend project meetings and provide guidance on acquisition requirements, costs, budgets, and schedules. • Develop detailed acquisition plans and schedules while coordinating with internal and external stakeholders.
