Quality Control Manager

Panhandle Power Solutions LLC is an Alaska Native-owned company who services include complete underground / overhead utility services; large scale lighting retrofits; emergency power / load shed systems; solar/PV systems; battery energy storage systems (BESS); insulated concrete forms; masonry; flatwork-foundations/SOG.

Panhandle Power Solutions is seeking a Quality Control (QC) Manager to oversee the quality assurance and quality control of an ongoing project located in the United States, located on a federal military installation. The ideal candidate will ensure compliance with federal contract requirements, project specifications, and safety regulations while maintaining the highest standards of construction quality.

Key Responsibilities:

  1. Develop, manage, and implement the project's Quality Control Plan (QCP) per federal contract requirements and U.S. Army Corps of Engineers (USACE) standards.
  2. Ensure strict adherence to all quality control processes, procedures, and documentation requirements.
  3. Conduct preparatory, initial, and follow-up inspections for all construction phases.
  4. Coordinate and oversee third-party testing and inspections as required by the contract.
  5. Document and resolve any non-conformance issues, ensuring corrective actions are implemented promptly.
  6. Ensure compliance with all applicable codes, regulations, and standards, including those of the USACE and Unified Facilities Guide Specifications (UFGS).
  7. Prepare and submit daily reports, including inspection records, test results, and deficiency logs.
  8. Maintain and update project records to ensure audit readiness at all times.
  9. Serve as the primary point of contact for quality control matters with federal representatives, project management, subcontractors, and suppliers.
  10. Lead weekly QC meetings with stakeholders to review project progress, challenges, and quality issues.
  11. Collaborate with the Site Safety and Health Officer (SSHO) to ensure safety compliance during quality inspections.
  12. Identify and implement process improvements to enhance project quality and efficiency.
  13. Train project personnel and subcontractors on quality control standards, requirements, and best practices.

Qualifications:

  • Bachelor's degree in Construction Management, Engineering, or a related field preferred. Equivalent experience may be considered.
  • Minimum 5 years of experience as a QC Manager or similar role on federal construction projects.
  • Experience working with the USACE, NAVFAC, or similar federal entities is highly desirable.
  • Construction Quality Management (CQM) certification from the USACE or NAVFAC (required).
  • OSHA 30-Hour Construction Safety Certification (preferred).
  • Additional certifications in LEED, ISO 9001, or similar are a plus.
  • Experience with RMS/QCS

Skills and Competencies:

  • Thorough understanding of federal contract requirements and construction specifications.
  • Proficiency in interpreting construction drawings, plans, and technical specifications.
  • Strong leadership, organizational, and problem-solving skills.
  • Strong electrical construction knowledge (MV distribution, grounding, duct banks, switchgear, transformers)
  • Excellent written and verbal communication abilities.
  • Proficiency in quality management software and Microsoft Office Suite.

Work Requirements:

  • The candidate must be capable of passing a DoD security background check and receiving a contractor base pass as required to work on federal property.
  • Experience with ProCore project management software (preferred)
  • The candidate should have good verbal and written communication skills and be able to work directly with our clients and subcontractors and present themselves professionally at the jobsite.
  • Must be willing to travel once project is completed to next assignment.
  • The candidate must be able to read electrical plans and specs to perform the job.

Pay Range: 125K-150K

Location: Florida (Traveling)
