Position Title: Quality & Compliance Manager
 
Position Description: Protingent Staffing has an exciting contract Quality & Compliance Manager opportunity.

Job Description:
  • Looking for a contract Quality & Compliance Manager to support an aerospace / spaceflight-hardware program.
  • This role owns the day-to-day quality management system and acts as the internal point person on regulatory and contract compliance matters.
  • It sits at the intersection of Quality, Engineering, Contracts/Legal, and Program Management, and requires someone equally comfortable in an inspection report and a contract clause.

Job Responsibilities
  • Quality:
    • Own and operate the Quality Management System (AS9100/ISO 9001), including First Article Inspection (FAI/AS9102), nonconformance reporting, and Material Review Board (MRB) disposition
    • Manage EEE parts and hardware assurance per NASA-STD-8739.10, covering parts traceability, workmanship standards, and fracture control support
    • Support Safety and Mission Assurance activities under NPR 8715.3D, coordinating hazard analysis with the engineering team
    • Partner with the software team on software assurance (NASA-STD-8739.8, NPR 7150.2D), including verification and validation planning and requirements traceability
    • Own configuration and data management processes (NASA-STD-0005, MIL-STD-130N), including classification and control of Class 1/2 changes
  • Compliance:
    • Manage CUI and cybersecurity compliance requirements (NIST 800-171, DFARS, NPR 2810.1), coordinating with IT/Security where needed
    • Track export control obligations under ITAR/EAR, maintain the Export Control Plan, and flag items that require a licensing determination
    • Ensure contract and legal flowdown compliance (FAR/DFARS/NFS), including restricted party screening, FCPA considerations, and planetary protection requirements, in partnership with Contracts/Legal
    • Support program and milestone compliance reporting, including RVCM maintenance, ICD governance support, and QPMR data pulls
  • Cross-functional:
    • Act as the main point of contact between Quality, Operations, Engineering, Contracts/Legal, and Program Management on compliance matters
    • Participate in audits and cross-functional reviews, and keep program leadership informed of open compliance items

Job Qualifications
  • Hands-on experience implementing or auditing an AS9100/ISO 9001 quality management system
  • Working knowledge of First Article Inspection and nonconformance/MRB workflows
  • Comfortable working directly with engineering teams on quality issues day to day, not just from a policy level
  • Experience with government, DoD, or NASA contract flowdown, including prime-to-sub clause management
  • Working knowledge of ITAR/EAR export control basics. You don't need to be a licensed export control officer, but you need to know when something needs to be flagged
  • Experience acting as a liaison across Contracts, Legal, and Program Management
  • Bachelor's degree in Engineering, or related field with 5 or more years of relevant experience.
  • Ability to travel 10%
  • Ability to lift and carry up to 50lbs.

Preferred Job Qualifications:
  • Direct NASA program experience, particularly space flight hardware quality assurance or exposure to the NPR series of standards
  • Certification experience across more than one industry, such as IATF 16949 (automotive) alongside AS9100 (aerospace)
  • Experience standing up a QMS from scratch rather than only maintaining an existing one
  • Software assurance background aligned to NASA-STD-8739.8, NPR 7150.2D, or DO-178C
  • Experience with CUI/NIST 800-171 or a broader cybersecurity compliance program
  • Prior experience as an ITAR/EAR compliance officer or in a similar export control specialist role.
  • Travel Required: 0-5%.
