Roles and Responsibilities

• Provide intensive, crisis-oriented counseling and case management to youth and their families.
• Act in a professional and courteous manner at all times while performing the duties of a counselor.
• Work with clients to foster the development of improved coping, problem-solving, and communication skills, as well as case management and other goals directly related to the client's individualized service plan.
• Develop individualized service plans in collaboration with referring agencies, social service professionals, and stakeholders involved in the care of the youth and families served.
• Implement service plans, monitor progress, and document outcomes consistently.
• Prepare and submit quarterly reports, progress notes, and discharge summaries in a timely and accurate manner.
• Collaborate with LMHPs and Case Managers to develop and maintain appropriate treatment authorizations and continued stay reviews.
• Educate family members regarding available community resources and advocate to connect them with supportive services.
• Maintain accurate and up-to-date client records in accordance with Medicaid, state, and agency documentation standards.
• Participate in regular clinical supervision sessions and team meetings.
• Conduct or participate in case reviews and interdisciplinary staffings as required.
• Attend court hearings and other appointments as necessary (e.g., psychological/psychiatric evaluations, IEP meetings, medical appointments, etc.).
• Collaborate effectively with stakeholders such as CPS, probation officers, school officials, and community service providers.
• Establish and maintain positive working relationships with partner agencies and document all relevant interactions in client contact logs.
• Support Directors and administrative staff as needed with program or operational initiatives.
• Exercise initiative and professional judgment in resolving issues, maintaining communication with supervisors to ensure alignment with agency standards.
• Represent Breakthrough Behavioral at community outreach events, vendor fairs, and partnership meetings to promote the agency's mission and services.

Compliance Requirements

• Must successfully pass criminal background, CPS registry, and child abuse/neglect checks.
• Must maintain current certification in CPR and First Aid.
• Must complete approved behavior management and crisis intervention training.
• Credentialing must be verified and documented in the personnel file prior to service delivery, consistent with agency credentialing and re-credentialing procedures under 26 TAC Chapter 301, Subchapter G.

Minimum Qualifications

• Be a physician;
• Have a master's degree in psychology or a human services–related field from an accredited university with at least one year of clinical experience;
• Have a bachelor's or master's degree in social work from an accredited college or university with one year of clinical experience working with children or adolescents;
• Be a registered nurse with at least one year of clinical experience with children or adolescents;
• Have at least a bachelor's degree in a human services field (e.g., psychology, sociology, counseling, or special education) from an accredited college with at least one year of clinical experience with children and adolescents.
• Clinical experience is defined as providing direct clinical services to children and adolescents with mental or behavioral health diagnoses, including supervised internships, practicums, and field experience.

Knowledge, Skills, and Abilities (KSAs)

• Strong active listening and communication skills.
• Knowledge of child and adolescent development.
• Understanding of family systems and contributing factors to dysfunction.
• Familiarity with behavioral management techniques.
• General knowledge of community resources and social services.
• Ability to perform effective crisis intervention and de-escalation strategies.
• Strong problem-solving and case coordination skills.
• Ability to work collaboratively with clients, families, and multidisciplinary teams.
• Proficient written and verbal communication skills.

Employment Classification

• This position may be filled as a W-2 employee or as a 1099 independent contractor, depending on business need, scope of engagement, and degree of direction and control involved.
• If engaged as a 1099 independent contractor, the individual must establish and maintain a formal business entity (DBA or LLC) with its own business EIN, and must submit all required credentialing documentation, prior to contract execution and service delivery.
• Employment classification is determined by Breakthrough Behavioral in accordance with IRS common-law and Texas Workforce Commission standards, and is subject to periodic review.
