Job Overview

Marketech International Corporation USA is seeking an experienced Senior QA/QC Lead – Wet Mechanical & Process Utilities to lead quality assurance and quality control activities for a semiconductor construction project in Idaho. This role will report to the Project Manager and work closely with the Superintendent, EHS Manager, Material Planner/Controller, construction coordinators, subcontractors, vendors, commissioning teams, third-party testing agencies, and client representatives.

The Senior QA/QC Lead will establish, implement, and enforce project quality processes for wet mechanical and process-utility construction scopes. Responsibilities include inspection planning, quality documentation, traceability, material verification, testing oversight, nonconformance management, cleanroom and contamination-control compliance, turnover-package preparation, and quality issue escalation.

The ideal candidate has direct semiconductor, cleanroom, high-tech manufacturing, or process-utility construction QA/QC experience, with strong technical knowledge of high-purity piping, DI/UPW systems, chemical and gas systems, process piping, welding, testing, traceability, and turnover requirements. This position requires strong field leadership, technical-documentation discipline, inspection-planning experience, and the ability to drive quality performance in a fast-paced construction environment.

Key Responsibilities

Quality Program Leadership & Planning

  • Develop, implement, maintain, and enforce the Project Quality Management Plan, Inspection and Test Plans, quality-control procedures, inspection checklists, quality logs, and turnover requirements.
  • Establish project-specific quality expectations for wet mechanical, process utility, high-purity piping, chemical, gas, DI/UPW, HVAC, MEP, and tool hook-up-related scopes.
  • Lead quality planning efforts with project management, Superintendents, engineering teams, subcontractors, vendors, and client representatives.
  • Review project drawings, specifications, P&IDs, submittals, method statements, material approvals, test procedures, client requirements, and quality standards to confirm inspection and documentation requirements.
  • Develop inspection schedules and quality hold points that align with construction sequencing, installation activities, testing milestones, commissioning requirements, and turnover deliverables.
  • Establish clear quality expectations for subcontractors, vendors, field crews, and third-party testing agencies.
  • Monitor quality performance, recurring deficiencies, documentation gaps, inspection trends, and project risks; recommend practical corrective actions and process improvements.
  • Provide regular quality updates, risk summaries, inspection-status reports, and escalation items to the Project Manager and project leadership.

Wet Mechanical & Process Utility QA/QC Oversight

  • Lead QA/QC oversight for wet mechanical and process utility installation scopes, including high-purity piping, process piping, DI/UPW, PCW, CDA interfaces, chemical systems, gas systems, exhaust and abatement interfaces, HVAC/MEP interfaces, and tool hook-up support.
  • Verify that installation methods, materials, workmanship, weld quality, routing, supports, labeling, insulation, cleanliness, and system configuration meet approved project requirements.
  • Conduct or witness material receipt inspections, fit-up inspections, welding and orbital-welding inspections, pressure testing, leak testing, passivation, flushing, cleanliness verification, and final system inspections.
  • Verify that piping materials, valves, fittings, weld consumables, equipment, and related components meet approved submittals, specifications, certifications, and traceability requirements.
  • Review welder qualifications, welding procedures, weld maps, inspection records, test packages, calibration records, material certificates, and related quality documentation.
  • Support quality verification for cleanroom work, contamination-control measures, high-purity system installation, and sensitive semiconductor utility environments.
  • Conduct field walks and inspections to identify deficiencies, installation concerns, incomplete work, contamination risks, material issues, and nonconforming conditions.
  • Confirm that corrected work and rework activities are reinspected and verified before final closure.

Nonconformance, Corrective Action & Quality Issue Resolution

  • Identify, document, and manage Nonconformance Reports, quality observations, punch-list items, audit findings, field deficiencies, and documentation discrepancies.
  • Coordinate root-cause analysis and corrective and preventive action activities for quality issues, repeat deficiencies, installation errors, and process breakdowns.
  • Track quality findings, corrective actions, rework status, testing deficiencies, and required follow-up activities through completion and closeout.
  • Escalate significant quality risks, unresolved nonconformances, repeated workmanship concerns, contamination risks, or schedule-sensitive quality issues to project leadership.
  • Coordinate with subcontractors, engineering teams, vendors, QA/QC personnel, and client representatives to resolve quality concerns in a timely and practical manner.
  • Analyze recurring quality issues and recommend preventive measures, training needs, process improvements, or inspection enhancements.
  • Support quality-focused project meetings, subcontractor quality meetings, inspection-readiness reviews, and corrective-action discussions.

Documentation, Traceability & Turnover Support

  • Maintain complete, accurate, and organized QA/QC documentation, including inspection reports, ITP records, quality logs, material certificates, calibration records, weld records, test reports, NCRs, punch lists, and corrective-action trackers.
  • Ensure material traceability, equipment records, test documentation, inspection approvals, and system turnover records are complete and readily available for project review.
  • Review and compile turnover packages, quality dossiers, inspection records, test packages, as-built documentation, commissioning records, and handover deliverables.
  • Coordinate documentation requirements with subcontractors, vendors, commissioning teams, construction teams, and client representatives.
  • Support project audits, quality surveillance activities, client quality reviews, and final turnover-readiness assessments.
  • Maintain document-control discipline using Procore, Bluebeam, BIM 360, SharePoint, Smartsheet, Microsoft Office, or other approved quality and project-documentation platforms.
  • Ensure quality records are current, traceable, accurate, and aligned with client, project, regulatory, and internal requirements.

Safety, Cleanroom & Stakeholder Coordination

  • Support compliance with project safety procedures, PPE requirements, cleanroom protocols, contamination-control expectations, and applicable site standards during quality activities.
  • Coordinate closely with the Superintendent, EHS Manager, Material Planner/Controller, project engineers, construction coordinators, subcontractors, vendors, and client representatives.
  • Participate in site walks, inspections, project meetings, quality meetings, commissioning discussions, and turnover-planning sessions.
  • Communicate quality findings, inspection status, documentation needs, risks, corrective actions, and required decisions clearly and professionally.
  • Help ensure all inspection and quality activities are completed in alignment with approved drawings, project specifications, client quality requirements, and applicable codes and standards.
  • Maintain a proactive, accountable, and solution-oriented approach while working under aggressive construction schedules and changing project conditions.

Required Qualifications

  • Five or more years of QA/QC experience supporting construction projects.
  • Direct QA/QC experience supporting semiconductor, cleanroom, high-tech manufacturing, industrial, or process-utility construction projects.
  • Direct wet mechanical, process piping, high-purity piping, or process-utility QA/QC experience.
  • Engineering degree, technical trade background, journeyman-level credential, or equivalent field-based QA/QC technical experience.
  • Strong knowledge of high-purity piping, process piping, DI/UPW systems, chemical systems, gas systems, piping installation, material traceability, testing requirements, and turnover documentation.
  • Strong understanding of ASME B31.3, applicable SEMI standards, NFPA and IBC requirements, cleanroom standards, pressure testing, leak testing, passivation, welding, orbital welding, and quality documentation practices.
  • Experience developing or implementing Quality Management Plans, Inspection and Test Plans, quality-control procedures, inspection records, and turnover packages.
  • Experience managing NCRs, punch lists, corrective actions, rework verification, inspection findings, and quality issue escalation.
  • Ability to read and interpret construction drawings, P&IDs, specifications, submittals, welding documents, test packages, material certifications, and turnover documentation.
  • Experience using Procore, Bluebeam, BIM 360, SharePoint, Smartsheet, Microsoft Office, or similar quality and document-control systems.
  • Strong written and verbal English communication skills.
  • Ability to work onsite, conduct field walks, wear required PPE, and support active construction and commissioning activities.

Preferred Qualifications

  • AWS Certified Welding Inspector, ASNT/NDT certification, ICC certification, USACE Construction Quality Management credential, OSHA 30, or comparable semiconductor, construction, piping, welding, or quality-control certifications.
  • Experience supporting semiconductor fab construction, cleanroom build-out, tool installation, process utility installation, or high-tech manufacturing facility expansion projects.
  • Experience with orbital welding, weld mapping, weld-log review, material traceability, high-purity tubing, process piping, chemical distribution, or gas-system installations.
  • Experience supporting DI water, UPW, PCW, CDA, wastewater, chemical, gas, exhaust, abatement, HVAC, or mechanical utility systems.
  • Experience coordinating third-party inspectors, testing agencies, commissioning teams, client quality representatives, and subcontractor quality teams.
  • Experience supporting final turnover, startup, commissioning, system acceptance, and construction closeout.
  • Experience with client quality expectations for TSMC, Micron, Intel, Samsung, or similar semiconductor manufacturing environments.
  • Bilingual English/Mandarin Chinese communication skills are a plus, but not required.

Work Environment

This is a full-time onsite role supporting semiconductor construction activities in Idaho. Work may occur in field offices, cleanroom environments, fab and sub-fab areas, utility spaces, equipment rooms, mechanical areas, construction zones, staging locations, and other active project work areas.

The Senior QA/QC Lead must be comfortable conducting field walks, performing or witnessing inspections, reviewing installation quality, coordinating with subcontractors and client representatives, and wearing required personal protective equipment. The position requires strong organization, schedule awareness, technical judgment, and the ability to manage multiple inspection, documentation, and project-quality priorities in a fast-paced construction environment.
