Public Works Specialist

Position Title: Public Works Specialist
Rate of Pay: Up to $25.00
PRIMARY JOB FUNCTIONS:
Incumbent serves as a Public Works Senior Specialist for the Public Works Department and is responsible for operating City equipment and vehicles under the supervision of Department Foremen and performing various skilled tasks consistent with the skill identifier for the job (carpenter, heavy equipment operator, signal maintainer). Senior specialist possesses advanced job knowledge specific to their skill identifier area and are expected to operate at a high level with minimal supervision and provide instruction to other public works employees in their discipline area.
This position is designated as a safety-sensitive role under DOT/FMCSA regulations due to the operation of commercial motor vehicles and heavy equipment. Employees in this classification are subject to mandatory compliance with the City's Drug and Alcohol Policy, including pre-employment, random, post-accident, and reasonable suspicion testing, and must maintain a valid DOT Medical Examiner's Certificate (MEC) as a condition of employment.
ESSENTIAL JOB FUNCTIONS:
Operate and perform preventative maintenance on various department equipment assigned as necessary for the specific skill noted.
Performs labor tasks as a part of the construction crew not limited to shoveling, raking, luting, trimming, flatwork, and other related tasks under the general jurisdiction of the public works department
Loads, dumps, and shovels crushed stone, sand, and salt from trucks, and removes snow from City streets using appropriate equipment.
Removes debris such as leaves and sand from streets, sidewalks, drains, and alleys, using appropriate equipment.
Ability to demonstrate intermediate level proficiency in the following basic public works tasks
a. Medium to Heavy Duty Truck operation and preventative maintenance
b. Skid steer operation- load, unload, travel, transfer material, back up, work in confined area, sweep, mill, etc.
c. Roller operation- load, unload, travel, choose appropriate settings for water, vibration, and speed of operation, basic compaction
d. Basic Laborer skills- safe lifting, material transfer, debris removal, cleaning, hand tool use, hydraulic tool operation, asphalt and concrete temporary repairs.
Ability to demonstrate and perform the skills listed in the skill identifier at an advanced level to accomplish tasks in the area of competency identified.
Ability to train and instruct others in their area of specialization
Failure to safely perform these essential functions may result in removal from duty or disciplinary action.
OTHER JOB FUNCTIONS:
Performs other duties as assigned consistent with public works functions
On call in case of emergencies and/or snow/ice/storm response.
Employee may be required to respond to emergencies outside of normal working hours and must maintain fitness for duty at all times to safely operate City vehicles and equipment.

Incumbent performs majority of duties in and out of doors, in varying weather conditions, and is periodically exposed to excessive noise, dirt, dust, and vehicle and equipment fumes. Safety precautions must be used at all times to avoid injury to self and others.
Employee is required to use assigned Personal Protective Equipment (PPE), including but not limited to safety footwear, high-visibility vest, gloves, eye protection, hearing protection, and hard hats as necessary. When working in or near active roadways, employee must follow all City, State, and Federal traffic control and work zone safety standards

PHYSICAL AND MENTAL REQUIREMENTS:
Perform and teach the various means and methods identified in the essential job functions and skill identifier at an advanced level. (M,P)
Expert knowledge of safety procedures for working in or around heavy equipment, and/or working around traffic. (M,P)
Ability to legally operate assigned department vehicles. (M,P)
Ability to follow verbal and written instructions. (M,P)
Must possess a valid Commercial Drivers license or obtain within 1 year of hiring. (M,P)
Ability to dead lift up to 100 lbs. (P)
EDUCATION AND EXPERIENCE:
Previous experience or education in the skill identifier and additionally must meet all the performance criteria expected of a public works specialist. To be considered for a Senior Specialist position employee must be able to perform all facets of a specific skill identifier without instruction from supervision correctly, perform all required preventative maintenance without assistance from mechanics/supervision, and must possess sufficient communication skills to simplify, illustrate, and demonstrate their advanced skill knowledge and ability.
