Job Summary:

The position allocated to this class is responsible for planning and managing multiple high-priority and complex programs and/or projects within the Public Works Department. Work requires considerable project management, supervisory and technical skills. This position may be focused on program development, process improvement, or a portfolio of projects, and may span from inception through completion. Work is performed with considerable independence under the general direction of the Senior Leadership, or designee. This position typically has supervisory responsibilities, and is expected to provide leadership and direction to lower level project managers and professional staff.

Job Description:

ESSENTIAL JOB FUNCTIONS

• Leads the planning and implementation activities for multi-faceted projects and programs that typically involve coordination and considerable interaction with County staff, governmental and community agencies, community groups, the general public, etc.
• Follows defined project management methodology to achieve positive results.
• Facilitates the definition of project scope, goals and deliverables.
• Writes and reviews project specifications.
• Defines program and/or project tasks and resource requirements.
• Determines composition of team and assigns work to team members.
• Oversees development of full-scale project plans.
• Implements and manages project changes and interventions to achieve project goals.
• Directs the assembling, review and maintenance of all pertinent documentation.
• Estimates and manages program and/or project budget and resource allocation.
• Prepares detailed cost estimates as needed.
• Plans and schedules project timelines.
• Tracks project deliverables using appropriate tools.
• Provides leadership, direction, and support to project team.
• Trains others on project management skills.
• Oversees the implementation of quality assurance measures for program and/or project portfolio.
• Monitors and reports on progress of the project to all stakeholders.
• Identifies, tracks, manages and mitigates risk.
• Briefs the Board of County Commissioners at key milestones or as otherwise appropriate.
• Escalates issues when necessary to ensure minimal impact to quality, budget, and timeline.
• Maintains project compliance in each aspect of project.
• Performs other related duties as required/assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

• Bachelor's degree.
• Six (6) years of experience managing public works projects.
• An additional four (4) years of experience may be substituted, on a year-for-year basis, for the education requirement.
• Project Management Professional (PMP) is desirable.
• Possession of a valid Washington Driver's License at time of hire and for the duration of employment.

Total Compensation:

$104,852 - $146,047 Annually

Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.
