An organized and experienced project professional to coordinate construction, maintenance, and infrastructure projects from planning through completion. Job Summary

Under general supervision, plans, organizes, coordinates, and monitors internal construction, maintenance, and infrastructure repair projects performed by City forces and outside contractors on behalf of the Public Works Department. Establishes project objectives, schedules, and performance standards within the boundaries of City policy and contract specifications; manages contractor performance and assures compliance with contract terms; and performs quality assurance and quality control (QA/QC) checks on Department operations and project work. This position works closely with division superintendents, contractors, vendors, and administrative staff to ensure projects are delivered on schedule, within budget, and to City standards.

Qualifications

Required:

  • Valid Texas Drivers License
  • Bachelors degree in construction management, Construction Science, Business Administration, Public Administration, Engineering Technology, or a related field
  • 4 years of experience in construction or maintenance project coordination, contract administration, or public works operations; or an equivalent combination of education and experience

Preferred:

  • Experience with public works or utility construction, inspection, or QA/QC; familiarity with public sector purchasing and contract administration, work order/enterprise asset management systems, GIS mapping, and project scheduling tools
  • Project management credential (CAPM, PMP, CPM, or equivalent)

Essential Functions

  • Plans, organizes, coordinates, and monitors internal construction, maintenance, infrastructure repair, and cross-divisional projects to ensure work is completed on schedule, within budget, and in accordance with City standards.
  • Establishes project objectives, schedules, timelines, dependencies, milestones, and performance standards consistent with City policy and contract requirements; coordinates activities across Public Works operating divisions.
  • Assists in developing project scopes, specifications, and cost estimates for maintenance and improvement projects; coordinates with superintendents and other departments to identify needs, schedule work, and evaluate results.
  • Identifies project risks and construction, scheduling, and operational issues; develops mitigation strategies and coordinates corrective actions.
  • Reads and interprets construction plans, specifications, and shop drawings; reviews submittals for conformance with project requirements.
  • Performs QA/QC field checks and inspections of construction, repair, rehabilitation, and maintenance work performed by City forces and contractors to verify compliance with plans, specifications, City standards, and safety requirements.
  • Ensures required functional testing is completed before facilities, lines, or assets are returned to service.
  • Manages contractors and outside service providers supporting Public Works projects and operations; monitors performance against scope, schedule, contract requirements, and City standards.
  • Administers construction and professional services contracts, including reviewing, estimating, negotiating, and processing change orders and field orders; documents performance issues, deficiencies, and disputes and coordinates corrective action.
  • Reviews and approves contractor and vendor invoices, verifying that work is completed and properly documented before progress payments are authorized.
  • Assists with the preparation, evaluation, and administration of RFBs, RFPs, RFQs, purchase requests, and related procurement activities in coordination with the Purchasing Division; tracks contract terms, renewals, expirations, deliverables, and other requirements.
  • Serves as a liaison among contractors, vendors, department leadership, City staff, and other stakeholders; represents the Department in project, design, and construction meetings and documents meeting minutes and action items.
  • Operates a City vehicle to visit project and work sites for field observations, inspections, quality checks, progress verification, and meetings with contractors and staff.
  • Supports weekly and monthly project status and photo reporting and prepares correspondence, reports, procedures, guidelines, and other project-related materials.
  • Maintains project files and records in electronic and paper formats; verifies as-built and record drawings and ensures approved project documentation is compiled and archived at closeout.
  • Supports work order and asset management system entry, tracking, documentation, and reporting for project-related work.
