The Energy Efficiency Branch oversees a multi-disciplinary team of analysts, utility engineers, and consultants to ensure that regulated utility and third-party energy efficiency portfolios provide verifiable reductions in energy usage at a reasonable cost to customers. The energy efficiency program administrators regulated by the Commission include investor owned electric and gas utilities, networks of local governments (Regional Energy Networks), and Community Choice Aggregators. This branch includes the Emerging Trends Section, Evaluation Analytics Section, Planning and Forecasting Section, and the Procurement and Portfolio management section. The Emerging Trends section is a cross-cutting team that implements innovative approaches to saving energy, develops new energy financing programs toward 100 percent decarbonization with greater equity, manages Flex Alert and energy marketing campaigns, implements new workforce standards and education programs, develops emerging energy efficiency technologies, has created a new California framework for market transformation, and takes care of other cross-cutting areas.

Under direction of the Program and Project supervisor the Cross-Cutting Energy Efficiency Analyst will staff the CPUC's energy efficiency and possibly other proceedings covering areas such as those listed in the section description. The analyst will integrate into other CPUC and Energy Division teams and will interact extensively with the California utilities, Community Choice Aggregators (CCAs), Regional Energy Networks (RENs), non-governmental organizations (NGOs), academia, and many stakeholder groups as well as with Commissioners, judges, contractors, and evaluators. The analyst will participate in developing strategies for the most effective ways to save energy, finance decarbonization, develop the energy workforce, analyze and present data, develop graphics to communicate energy savings, shift energy efficiency to the times of day of peak load, avoid outages, keep utility bills down, and of course promote equity.
