Corporate Values: Integrity, Respectful, Leadership, Sustainable Alaska Housing Finance Corporation Public Housing Management Specialist III ANCHORAGE, AK Position Summary: Part of a team of professionals tasked with providing administrative and technical support to field staff in the Public Housing Division. The Management Specialist II is required to have a solid understanding of financial processing of transactions, with an emphasis on the Public Housing Division, including record keeping, financial reporting and the preparation of tax records for financial audits. The Housing Management Specialist is responsible for maintaining data integrity between AHFC's primary accounting system and subsidiary accounting systems. Reports to: Support Services Manager OVERVIEW - Under the general supervision of the Support Services Manager, this position acts as a housing management specialist in one or two distinct areas. Examples include bi-monthly housing assistance payment processing, HUD submissions, rent posting functions, Multifamily HAP voucher submissions, posting check payments, processing year-end tax functions, voucher portability, vendor verification, and monitoring maintenance work orders. Incumbent routinely participates in technical analysis, documentation of management issues and in coordinating and administering supportive tasks. Position functions with a high degree of independence. SUPERVISION RECEIVED AND EXERCISED: Non-exempt, non-supervisory position. Examples of Duties Routine bi-monthly housing assistance payment processing, review automatic payments to ensure correct coding and authorization as well as sufficient documentation. Enter data and perform posting functions with specific deadlines to ensure correct processing of housing payments, rents, charges, receipts, etc. Maintain files and client documentation as required. Verify vendor accounts, pay vendors, and resolve payment discrepancies. Develop and maintain a filing system for financial information, records and documents to ensure easily available information including spreadsheets to supplement records and document activity related to database software functions. Gather and evaluate data concerning operating methods and procedures. Provide technical support for PHD inter-departmental systems planning, conferences and division wide workshops. May analyze software updates, facilitate implementation of updates and maintain related databases tables. Submit and/or download electronic data to the U.S. Housing and Urban Development Department websites on a monthly or otherwise specified basis. Disseminate downloaded data as specified. May train staff in various aspects of data entry. Provide technical assistance as requested. Research information to provide accurate and timely solutions to internal clients and vendors at multiple locations. Interact with co-workers, managers and staff in other departments to ensure inter-related activities are carried out consistently and according to prescribed procedures. Monitor data input for accuracy, consistency, and compliance of rules and regulations on an ongoing basis. Generate reports and perform statistical research in response to audits and requests from other departments within the corporation. Maintain adequate records and documentation in compliance with HUD requirements. May act as the department representative to other government agencies, landlords, housing authorities, inspectors and consultants for receiving and transmitting critical client or property data. Prepare monthly, quarterly and annual statistical reports for management review. Travel, if required, to field offices; may occasionally attend out-of-state conferences or training seminars. Analytical techniques, fiscal management including budgeting and accounting and data-based computer operations Technical resources that are available, such as the U.S. Code of Federal Regulations. Theory and practice of public housing management. Ethics related to operations of the public housing profession Skills and Abilities: Organize date and files and research and interpret regulations. Minimum Qualifications: Graduation from an accredited college with a Bachelors degree in public , business administration or a closely related field, plus two to four years' of progressive experience in administrative or technical capacity in property management or delivery of assisted rental housing programs. Years of education and experience must total to six years. Additional related work experience may be substituted for the required education on a year for year basis. Certification as a Housing Quality Standards inspector within 12 months of date of hire. AHFC will provide means to obtain certification if applicant does not already posses. Familiarity and experience in Yardi Voyager Software systems is preferred. Excellent benefits package.
