Purpose
of Position/Summary:


The Immunization Division is one of six divisions within the
Public Health Services Commission of the
Indiana Department of Health
(IDOH). The IDOH Immunization Division
is one of 61 states and US territories funded through a cooperative agreement
with the Centers for Disease Control and Prevention (CDC) to develop,
implement, assess, and promote immunization-related activities with the goal of
achieving and sustaining high immunization coverage, reducing vaccination
disparities, and decreasing the incidence of vaccine preventable diseases. The IDOH Immunization Division is committed
to the prevention of disease, disability, and death among Hoosiers across the
lifespan through a collaborative approach to improve vaccination coverage and
access to vaccines.


The Immunization Division
is organized into four sections consisting of 33 staff: Immunization
Information System (IIS) Operations, Division Operations, Vaccine Access and
Management, and Immunization Assessment and Promotion. The ISDH Immunization
Division Adult Immunization and Outbreak Response Coordinator (AIORC) position
is located within the Vaccine Access and Management (VAM) section, and reports
directly to the Deputy Vaccine Access and Management Director. The VAM section
is responsible for ensuring access to and accountability for vaccines through
the assurance of proper implementation of the Vaccines for Children (VFC) and
Adult Vaccine programs. While this position is mostly field-based, the nature
of the position duties may involve placement at the central office location for
periods of time. During outbreak responses, this position will work closely
with all members of the


Measles,
a highly contagious, vaccine-preventable disease, has seen a concerning
resurgence in Indiana and across the United States this year. Nationally, more
than 2,900 cases
have been confirmed in 2026, with 94%
linked to outbreaks, largely affecting unvaccinated
populations. This increase poses a significant public health threat and
underlines the urgent need for a dedicated Public Health Nurse specializing in
outbreak response and immunization efforts.


Position Summary:


Serve
as the frontline public health nurse and outbreak coordinator within the
Immunization Division (Vaccine Access & Management section) of the Indiana
Department of Health. This role combines clinical nursing, outbreak response
leadership, and community immunization coordination to effectively contain
measles outbreaks and strengthen vaccine confidence.


Outbreak Response & Clinical
Coordination (40%)



- Lead planning,
organization, and execution of measles vaccination clinics in satellite
and pop-up temporary settings.

- Coordinate
ordering and distribution of outbreak vaccines and associated supplies.

- Provide
clinical oversight, vaccine administration, patient screening, follow-up
monitoring.

- Maintain
medical documentation (vital signs, consents, immunization records via
IIS/CHIRP).

- Serve as
vaccinator and registration coordinator during outbreak clinics.



Provider Training & Capacity Building
(25%)



- Design and
deliver training to healthcare providers (VPD response, vaccine logistics,
data entry into IIS).

- Assist local
health departments and community partners to assess provider capacity and
distribute outbreak response resources.

- Support IIS
reminder/recall outreach for dose compliance.



Community Outreach & Engagement (15%)



- Develop and
expand adult/adolescent vaccine provider network for outbreaks and routine
immunizations.

- Collaborate
with community partners, school nurses, parent groups, healthcare systems to
promote vaccine awareness and confidence.

- Conduct
community education events (school health fairs, webinars, coalition
meetings).



Quality Management & Program Evaluation
(10%)



- Support VFC/
adult-focused quality improvement initiatives

- Collect and
analyze data (clinic attendance, vaccine coverage, IIS usage) to inform
strategic improvements.



Planning & Coordination (5%)



- Participate in
recruiting trusted messengers and statewide immunization planning and
evaluation.

- Coordinate with
public health preparedness & epidemiology teams for outbreak and
pandemic readiness.

- Other duties as
assigned



Additional Duties & Professional
Development (5%)



- Support
SchoolVax inbox communications, website content updates, and other automation
projects.

- Assist A to Z
immunization training for nursing students and professional providers and
trusted messengers.

- Attend staff
meetings and manage regular vaccine clinics.

- Submit required
grant reports and participate in stakeholder workgroups.






Minimum Qualifications



- Unencumbered
Indiana Registered Nurse (RN) license.

- Bachelor s
degree in Nursing, Public Health, or related field (Associate 4 years
relevant experience acceptable).

- Valid Indiana
driver s license and reliable transportation.

- Minimum 2 years
clinical nursing experience. Public
health or community settings preferred.

- Strong
knowledge of public health core functions, disease prevention, and health
education.

- Experience
presenting to medical and general audiences both in-person and virtually.










Preferred Qualifications



- 2 years
immunization program or vaccine-specific field experience.

- Demonstrated
role in outbreak preparedness and emergency response.

- Familiarity
with ACIP vaccine recommendations, IIS/CHIRP, and EMR systems.

- Experience
serving under-vaccinated or vulnerable populations.

- Skills in
community outreach, grant reporting, educational content creation.










Working Environment & Physical
Requirements



- Field-based
position with travel to schools, clinics, and community sites statewide;
periodic office-based periods.

- Physical
ability to stand for long periods during clinics; lift and transport
clinic supplies (~30 lbs).

- Regular
off-hour availability for outbreak response and emergency support.

- Working
conditions include indoor clinics, community events, and occasional
exposure to infectious disease environments.










Supervisory Role & Collaboration



- Reports to Assessment
and Program Evaluation Coordinator/Deputy Vaccine Access & Management
Director.

- Works
cross-functionally with Immunization Division Executive Team,
Epidemiology, Preparedness, and external stakeholders including health
systems, schools, and community organizations.
