Definition

Under general direction, is responsible for administering and/or directing staff of assigned programs that work to prevent human injury and illness by identifying and evaluating environmental sources and hazardous agents, and by limiting exposures to hazardous physical, chemical, and biological agents in air, water, soil, food, and other environmental media or settings that may adversely affect human health.

This position also plans, directs, supervises, makes staffing decisions, and exercises control over the field activities within the Assessment and Compliance Section of the Environmental Health Division. Responsible for assembling, analysis, and maintenance of data utilized for program planning, budgeting, and staffing decisions. Performs related duties as required.

Additionally, the position assists the Administrator of Environmental Health with development and revision of policies and programs.

Starting Pay Range:

$46.17 per hour to $69.29 per hour.

Preferred Qualifications:

  • A masters degree.
  • Working knowledge of database systems technology.
  • Knowledge of Emergency Preparedness and response, as well as epidemiology.
  • Registered Environmental Health Specialist from the Ohio Department of Health.

Examples of Work

Plans and directs field activities within the Environmental Health section;

Supervises subordinate supervisors and staff assigned to environmental health duties to include conducting performance evaluations, approving/disapproving leave requests, and/or initiating disciplinary actions;

Provides leadership and technical expertise in response to public health emergencies;

Assembles and maintains data for program planning, budgeting, and staffing;

Coordinates cost methodology analysis for fee determination;

Assists in developing and revising policies, procedures, regulations, program criteria, and management tools;

Prepares a variety of comprehensive reports based on field investigations and analyses of statistical data; makes recommendations for new programs and changes in staffing patterns to meet shifts in workload and environmental health needs;

Conducts orientation sessions, reviews reports, and may inspect facilities to evaluate one or more environmental health programs;

Reviews, edits, and revises policies and training manuals; participates in the development of brochures, manuals, and visual aids for public distribution;

Instructs office personnel in the maintenance of a variety of records and reports; prepares correspondence for the signature of superiors;

Reviews reports submitted by field supervisors;

Interviews and hires staff as needed;

Provides data for departmental budgeting process;

Coordinates with other governmental agencies to develop and implement emergency response policies and procedures;

May participate in federal, state, and local organizations;

May give testimony in court and participate in administrative hearings as warranted;

May communicate with individuals who have limited English language skills;

May serve as the Public Health Assistant Administrator (Environmental Health) or Public Health Administrator (Environmental Health) in their absence including approving all legal notices of violation.

Minimum Qualifications

Possession of a valid State of Ohio certificate as a Registered Environmental Health Specialist and five (5) years of experience in the practice of environmental health within a public health agency, three (3) years of which includes working as a Registered Environmental Health Specialist directly supervising Registered Environmental Health Specialists.

Possession of a valid motor vehicle operators license.
