Duties & Responsibilities

Purpose of Position:

This class of positions encompasses professional and/or supervisory work of varying degrees of difficulty in the field of forensic psychology within the City's Family Court System. This position conducts court-ordered evaluations of a culturally diverse population of families, youths and adults for juvenile delinquency, termination of parental rights, custody disputes, neglect and abuse cases, and other Family Court proceedings. Ensures evaluations are conducted in accordance with all applicable local, state, and federal rules and regulations, and psychology standards of care. In addition, as a mandated reporter, documents and reports suspected cases of child abuse or neglect to the New York State Central Registry.

Assignment Level III

Under direction, with very broad latitude for independent action or decision-making, performs difficult and responsible professional and/or supervisory work in the field of psychology.

Examples of Typical Tasks:

1. Plans, organizes and supervises psychological services for the Family Court Mental Health Services and participates in the development of program objectives.

2. Advises on kinds of services to be rendered, areas to be emphasized, and utilization of psychological services to help meet overall program objectives.

3. Provides general consultation and training-assistance to the Family Court, Child/Adolescent Psychiatry Fellowship programs, and other stakeholders involved in the Juvenile Justice/Child Protective/Domestic Violence systems.

4. Supervises the work of psychologists and administrative staff and acts as a consultant to them on problems they encounter.

5. Leads, or co-leads, weekly clinic team meetings.

6. Conducts secondary review of prepared e-case files.

7. Supports senior team management and overall team operations through activities such as providing clinical oversight or coverage in the absence of the clinic director; supporting the training director in developing or executing training activities, or supporting research activities.

8. Communicates or interacts with court personnel as directed by the clinic. This includes, but is not limited to, preparing status reports for submission to the court.

9. Establishes staffing allocations, assignments and work schedules within the Family Court department.

10. May assist with writing grant proposals to receive independent funding for the programs.

11. May develop and conduct training programs for graduate students or postgraduate professionals in clinical psychology, psychiatry, forensics, or related fields.

12. Represents psychological services to, and speaks before, lay and professional organizations.

13. Works with the City's Family Court System to conduct impartial and objective court-ordered forensic clinical-evaluations for juvenile delinquency, termination of parental rights, targeted custody issues, neglect and abuse cases, and other Family Court proceedings, in compliance with program requirements and quality standards.

14. Completes multiple clinical evaluations within the standard/acceptable caseload requirements and timeframes of Family Court Mental Health Services (FCMHS).

15. Through clinical interviewing, interactional observation, and/or through the selection, administration and interpretation of standard tests of personality, development, and intellectual capacity, evaluates individuals' emotional and intellectual functioning. Ensures evaluations comply with Family Court protocols and legal admissibility standards.

16. Prepares formal written reports, which will be included in Court records including in emergency or expedited cases.

17. Testifies as an expert witness in Family Court cases where directly involved in evaluations.

18. Participates in in-service educational and administrative activities, in compliance with program requirements and quality standards.

19. Conducts a sufficient number of interviews to render recommendations to the court with a reasonable degree of professional certainty.

20. Obtains informed consent when necessary, and informs all participants of the limits of confidentiality and the conditions of disclosure of information.

21. Makes recommendations in all evaluations matters (e.g., such as juvenile delinquency and child protection) utilizing information derived from the integration of all available data and prepares reports for court records in a timely manner.

22. Supervises the work of unlicensed psychologists, psychology interns, psychologists-in-training, and coordinates their activities with the work of other City Agencies, including Secure Detention facilities, Non-Secure Detention Homes, Group Homes, etc.

23. Assists with or coordinates, training programs and conducts case conferences and seminars for training purposes.

24. Gives instructions to psychologists and psychologists-in-training on diagnostic and evaluation techniques.

25. Assists with, or conducts, in-service training programs, staff conferences and seminars, including providing curricula material.

26. Reviews existing court, medical, and mental health records to compile respondents' histories and summarizes findings into reports for licensed psychologists' use in evaluations, which may also be used in Court records.

27. Conducts interviews with collateral contacts (e.g., family members, therapists, school staff) and summarizes findings into reports for licensed psychologists' use in evaluations.

28. Administers, scores, and interprets cognitive assessments and/or psychological tests and documents testing procedures, provides results, and includes any environmental and/or individual limitations that may have affected test results.

29. As a mandated reporter, documents and reports suspected cases of child abuse or neglect to the New York State Central Registry.

30. May attend and participate in all general training and staff conferences.

31. May perform other relevant professional clinical activities, as directed.

Minimum Qualifications

1. Valid license and current registration to practice as a Psychologist issued by the New York State Education Department (NYSED); and

2. One (1) year of post-licensure supervisory experience; or eighteen (18) months of post-licensure experience; and

3. Completion of the NYC Health + Hospitals Supervisory training within three (3) months of appointment.

SPECIAL NOTE:

Must successfully complete the NYC Health + Hospitals Family Court Mental Health Services (FCMHS) Forensic Training Program within twelve (12) months of appointment.

Employees must maintain a valid Psychologist license for the duration of employment by completing thirtysix (36) hours of Continuing Education (CE) from a New York State Department of Education-approved provider every three (3) years after the initial certification.

Additional Salary Compensation

In addition to base compensation, you will receive $5,013 annually if you are currently registered and possess a New York State license to practice as a psychologist.
