Position Overview: 

Location: Mainly Remote with occasional in-office hours (Navy Yard, Washington DC) 
Type: Part-Time Consultant (1099) 
Hours: Approx. 15–25 hours/week, variable based on pursuit volume  
Duration: Approximately 2-3 months, with potential for extension. 

Who You Are:

PSI is seeking an experienced Proposal Manager Consultant to support our Business Development and Proposal team during a temporary staff leave. The consultant will primarily support the development of prime proposals in collaboration with PSI leadership and technical staff, while also assisting with subconsultant data calls and teaming proposal support when PSI is serving as a sub to larger engineering firms. 

This role is highly execution-focused and requires strong proposal management discipline, attention to detail, responsiveness under deadline pressure, and comfort working across multiple simultaneous pursuits. 

The consultant will work closely with: 

  • PSI's Proposal Director 
  • Technical Writer / Proposal Support Staff 
  • Engineering SMEs 
  • External teaming partners and primes 

Responsibilities:

Prime Proposal Support 

  • Manage and coordinate proposal development activities for public-sector A/E pursuits 
  • Develop proposal schedules, compliance matrices, outlines, and production plans 
  • Lead proposal kickoff meetings and coordinate SMEs, writers, graphics, and reviewers 
  • Ensure compliance with RFP requirements, page limits, formatting standards, and submission instructions 
  • Support development of executive summaries, technical approaches, staffing narratives, and past performance sections 
  • Coordinate Pink/Red/Gold reviews and final production activities 
  • Manage final assembly and submission readiness 

Subconsultant / Data Call Support 

  • Respond to data calls from prime consultants 
  • Coordinate resumes, project sheets, certifications, forms, and teaming documentation 
  • Maintain consistency and quality across proposal artifacts 
  • Support teaming coordination and subcontractor communications 

Systems & Process Support 

  • Work within PSI's proposal systems and workflows, including: 
  • SharePoint 
  • pWin.ai 
  • Monday.com CRM 
  • Microsoft Office Suite 
  • Help maintain proposal repositories, project sheets, and reusable content assets 

Qualifications 

Required 

  • 5+ years of A/E/C proposal management experience 
  • Strong understanding of public-sector proposal processes and compliance requirements 
  • Experience supporting DOT, transit, municipal, planning, or infrastructure pursuits 
  • Excellent organizational skills and ability to manage multiple deadlines simultaneously 
  • Strong editing, formatting, and quality-control capabilities 
  • Ability to work independently with minimal oversight in a deadline-driven environment 
  • High attention to detail and professional judgment 

Preferred 

  • APMP certification or Shipley training 
  • Experience with transportation engineering or infrastructure consulting proposals 
  • Familiarity with SharePoint-based proposal workflows 
  • Experience using proposal automation or AI-enabled proposal tools
