The Opportunity

WSDOT is currently seeking a Property and Acquisition Specialist 5 to support the successful delivery of transportation projects through effective stewardship of the agency's real property assets. This position plays a key role in ensuring WSDOT properties are responsibly managed, protected, and utilized in support of transportation needs and the public interest. Through sound property management practices and coordination with internal and external partners, this role helps resolve complex property issues and advance efficient use of public resources. The position contributes to WSDOT's mission by supporting safe, reliable transportation and ensuring public assets are managed responsibly and in compliance with applicable requirements.

What to Expect

Among the varied range of responsibilities held within this role, you will:

  • Independently manage complex WSDOT-owned real property transactions, including negotiating, preparing, processing, amending, renewing, and terminating leases and occupancy agreements.
  • Prepare and process Airspace, Ground, Trail, Displacee, and other occupancy agreements; determine appropriate fair market rent for assigned transactions.
  • Resolve complex unauthorized occupancies and encroachments, including researching property ownership, title, access, property rights, and valuation issues.
  • Interpret deeds, easements, plans, legal descriptions, and other documents to determine WSDOT property interests and identify impacts to agency-owned property.
  • Coordinate environmental, maintenance, utilities, design, access, disposal, demolition, and surplus property activities and recommend appropriate property management strategies and actions.
  • Review and process property management transactions and lease packages for completeness and compliance; interpret and apply federal and state laws, WSDOT policy, and the Right of Way Manual to non-routine situations, evaluate risk, and recommend mitigation or alternative approaches.
  • Coordinate with Headquarters, internal programs, local agencies, the Attorney General's Office, FHWA, and other stakeholders to resolve complex property management issues, provide technical assistance, and implement policy updates.
  • Conduct field inspections and investigations of WSDOT-owned property, address unauthorized uses and lease compliance issues, negotiate voluntary compliance, coordinate enforcement actions, respond to customer inquiries, and maintain accurate property management records in agency systems.

Qualifications

To be considered for this opportunity, the following competencies are required:

  • Right of Way Property Management Experience: Recent experience managing or acquiring real property for a public agency property under the Uniform Relocation Act of 1970.
  • Technical Software Proficiency: Proficient with computers and computer software (including, but not limited to Microsoft Word, Microsoft Excel, Microsoft Outlook, Microsoft PowerPoint, Adobe, SharePoint, MS Teams, web, etc.).
  • Communication & Interpersonal Proficiency: Effective written and verbal communication skills, with the ability to communicate technical information to a variety of internal and external customers.
  • Organizational Skills: Strong organizational skills to manage multiple work assignments with simultaneous schedules and deadlines.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.
  • Service-Oriented: Takes action to meet the needs of others.

The following qualifications are also required:

  • Licensure: A valid Drivers license and ability to independently operate a state-owned automobile for travel to all areas of the state.

It is preferred that qualified candidates also demonstrate:

  • Real Estate Educational Foundation: Demonstrated expertise in real estate related functions supported by relevant academic preparation (e.g., bachelors degree involving major study in real estate, urban planning, or related field) creating a strong understanding of how Title, Appraisal, Acquisition, Relocation and Property Management functions coordinate to manage State Right of Way.
  • Leasing Experience: Recent experience with a public agency leasing residential and commercial property under the Uniform Relocation Act of 1970.

  • The salary listed includes the legislative approved 5% salary premium for positions in King County.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. Insurance Benefits

Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
