    Description

    Position Summary:
    Under the direction of the Sr. Manager, the Project Specialist - Nobis Enterprises is responsible for assisting
    with the daily operations of all assigned government contracts under Nobis Enterprises to ensure contract
    compliance and customer satisfaction. The Project Specialist will also support the NE staff with basic contracts
    administration, proposal preparation, contract pricing, audit support, and AbilityOnecompliance.


    Essential Duties and Responsibilities:
    1. Provides outstanding customer service to all agencies by maintaining exceptional quality service,
    troubleshooting issues, and resolving problems when and where needed.
    2. Interfaces closely with SourceAmerica and other federal, state, and local agencies.
    3. Communicates and interacts effectively with management, technical personnel, customer personnel,
    and other team members.
    4. Prepares and maintains monthly contract, operational, and performance reports as required by the
    Senior Manager, Nobis Enterprises, and/or the senior contracts representative.
    5. Serves as Project Specialist for all assigned contracts.
    6. Maintains and manages digital contract files and records, ensuring all contract documentation is
    accurate, organized, current, and compliant with company record retention requirements.
    7. Ensures contract execution in accordance with the terms and conditions of assigned contracts.
    8. Ensures all contract deliverables are submitted in accordance with contract requirements and deadlines.
    9. Ensures customer satisfaction with the performance of assigned contracts and serves as a primary point
    of contact for contract-related inquiries and support.
    10. Responsible for administrative functions for Nobis Enterprises.
    11. Assists the Senior Manager, Nobis Enterprises, with contract administration, proposal preparation,
    pricing proposals, contract modifications, reports, project start-up preparation, and related
    administrative functions.
    12. Reports directly to the Senior Manager, Nobis Enterprises, regarding contract performance, operational
    issues, quality initiatives, and compliance matters.
    13. Serves as the primary point of contact for quality control reporting, updates, and communications
    between contract personnel, management, and customers.
    14. Maintains and updates Microsoft Forms and other quality control tracking tools to support inspections,
    reporting, trend analysis, and corrective action documentation.
    15. Assists the AbilityOne Compliance Representative with execution of Commission compliance policies,
    audit preparation, corrective action plans, and serves as backup for the Individual Eligibility Evaluation
    (IEE) process and audits.
    16. Assists with Nobis Enterprises contract billing and associated documentation.
    17. Responsible for supporting all Nobis Enterprises audits, certifications, and compliance reviews with
    assistance from the Senior Manager, Nobis Enterprises.
    18. Plans and executes Nobis Enterprises annual events.
    19. Participates in various team meetings, conference calls, and training sessions.
    20. Interacts professionally with government personnel, contractors, vendors, customers, people with
    disabilities, and all company employees.
    21. Attends, coordinates, and schedules internal and external meetings as required.
    22. Maintains a satisfactory attendance record and performs other duties as assigned in support of Nobis
    Enterprises operations.

    Required Experience:

    Education:
    * Bachelor’s degree in business or related field is preferred. Direct job experience may be
    substituted for highly qualified candidates.


    Experience:
    * 1 - 3 years’ experience in government project operations or contracts administration.
    * SourceAmerica or federal contractor experience preferred.
    * Experience with federal contract proposal preparation and pricing is a plus.

    * Requires strong computer skills in Microsoft Office focusing on Word and Excel.
    * Must have excellent organizational, file management, and time management skills to effectively

    * Must be able to work independently and as part of a team.
    * Ability to drive motor vehicles.
    * Ability to travel up to 10% of the time.
    * May work an alternate work schedule due to support of west coast contracts.
    * High degree of ethics and integrity.
    * Must pass drug screen and background check.
    * Ability to qualify for security clearance to access military bases or federal agency worksites where
    contracts are in place.
    * Must maintain valid driver’s license and have a clean or acceptable Motor Vehicle Report (MVR) as
    defined by policy.
    * Eligibility to work in the United States.

    working relationship with staff, participants, other agencies and professionals.
    Strong customer service skills.
    Written Communications: Strong written communication skills required to maintain quality
    documentation and effectively communicate with a broad range of individuals
    and agencies.
    Analytical: Ability to analyze data and develop strategies to overcome obstacles and
    problems.
    Oral Communications: Ability to communicate, problem solve and respond to government contracting
    officers.
    Organizational: Strong organizational skills needed to prioritize all aspects of workload.
    Problem-Solving Ability to problem-solve various issues at off-site locations.
    Equipment Personal computer, printer, copier, fax machine, adding machine, and
    telephone.
    Other Qualifications or Requirements:
    Mental Effort: Ability to set priorities, coordinate functions of Nobis Enterprises. Set goals and
    measure results.
    Physical Requirements: Office environment not requiring strenuous physical qualifications.
    Working Conditions: Well-lighted office maintaining adequate working conditions.
    Visual Effort: Well-lighted office environment requiring average amount of visual effort.
