Job Title: Project/Program Manager IT 4
Location: Peoria, Illinois; Chicago, Illinois; or Dallas, Texas
Job Type: Contract
Schedule: Mostly remote; Monday through Friday, first shift. Candidates must be local to Peoria, Chicago, or Dallas and available to work on-site as needed.
Pay Range: $64.00 - $69.00 per hour


Job Description:
  • Lead complex enterprise technology programs and digital initiatives while partnering with Product, Engineering, Operations, software development, data engineering, and business leadership teams. The ideal candidate will have extensive Agile program management experience, a strong technical background, and a record of successfully delivering large-scale application and data migration initiatives.

  • Key Responsibilities
  • Manage multiple projects and program workstreams, ensuring delivery is completed on time, within budget, and in alignment with business objectives.
  • Lead the delivery of platform features and capabilities while supporting multiple development and Scrum teams.
  • Develop and maintain program charters, project plans, budgets, success metrics, status reports, communication plans, and stakeholder management plans.
  • Identify and manage risks, issues, priorities, and dependencies across active projects.
  • Collaborate with Product Owners and stakeholders to define program scope, prioritize requirements, and establish success indicators.
  • Apply Agile or Waterfall methodologies based on program needs.
  • Support modern delivery practices, including DevOps, continuous integration, and continuous delivery.
  • Partner with software development and data engineering teams on end-to-end application and data migration initiatives.
  • Track program costs, prepare quarterly spending forecasts, and manage the overall program budget.
  • Communicate program status, risks, decisions, and deliverables to business leaders and internal stakeholders.
  • Maintain program documentation and lessons learned in an accessible shared environment.
  • Mentor project managers and less-experienced digital project management professionals.
  • Evaluate resource and training needs to strengthen program delivery capabilities.
  • Promote program adoption and communicate its value throughout the organization.

Required Qualifications
  • Bachelor’s degree in Information Systems, Computer Science, or a related field with at least eight years of relevant professional experience, or a master’s degree with at least five years of relevant experience.
  • At least five years of Agile project or program management experience.
  • Experience managing large programs or working within enterprise organizations.
  • Experience working with data engineering teams on end-to-end application and data migration initiatives.
  • Technical education or professional experience in development engineering management.
  • Knowledge of Microsoft Azure DevOps.
  • Experience managing software development projects or programs within large, matrixed organizations.
  • Familiarity with the application development lifecycle.
  • Demonstrated experience working directly with software developers and development teams.
  • Strong stakeholder management, relationship-building, and issue-resolution skills.
  • Excellent written and verbal communication skills, including the ability to engage with all organizational levels.
  • Ability to coordinate effectively with cross-functional and global teams.
  • Must be local to Peoria, Chicago, or Dallas, or clearly indicate a willingness to relocate at personal expense.

Preferred Qualifications
  • Experience leading cross-organizational system testing teams.
  • Scrum Master certification.
  • Familiarity with manual and automated system-testing techniques.
  • AWS Cloud certification.
