The Project Planning Specialist will ensure the organization has the material it needs by forecasting requirements, tracking project performance, and keeping up with demand to ultimately create strategic plans within the program benefiting both the program and the OTECH customer. The Project Planning Specialist communicates and coordinates within the Program team to provide guidance and recommendations regarding program planning to managers, engineering staff, and support staff in OTECH. As needed, the Project Planning Specialist will support other program planning activities in addition to material planning.

REQUIRED
Bachelor's degree in Business or Operations, with emphasis in Inventory Management/ Logistics/Scheduling preferred.
5 - 10 years of experience in Project Management, Planning, Integrated Project Support, Scheduling, Procurement, and/or supply support related jobs, or activities or equivalent combination of education and experience/training.
Proficient in MS Office applications and database management.
Demonstrated knowledge and skills with Material Resource Planning (MRP) application in the organization's Enterprise Resource Planning (ERP) system.
Experience with project planning and execution.
Must be able to comprehend complex engineering, procurement, production, installation tasks and develop dependence-based logic to sequencing and inter-relationships of process flows.
Demonstrated knowledge of Government Furnished Equipment (GFE) and Government Furnished Information (GFI) handling and tracking.
Strong skillset applicable to organizational skills, time management, oral comprehension, reading comprehension, speaking, written comprehension, information ordering, active listening, critical thinking, and deductive reasoning.
Knowledge of material requirements planning (MRP) practices.
Intermediate math, administration, and management skills.
Ability to write business correspondence and interact with others in a professional manner.
Ability to obtain security clearance.

Deltek Costpoint ERP and MRP system experience.
APICS Certified in Planning and Inventory Management (CPIM) certification.

The Project Planning Specialist will execute the following:
Serve as a Subject Matter Expert and primary point of contact in Planning to the Program Management and Purchasing teams
Independently perform material requirements planning alongside program stakeholders.
Create and manage Purchase Requisitions.
Measure operational performance (material delivery receipts, project delivery schedules, material on-time delivery, and program financial health).
Manages data and reports to create a time-phased material plan that supports the program schedule and cost objectives, developing acquisition and production schedules.
Proactively identifies, communicates, and mitigates schedule execution issues. Facilitates resolution of cross functional issues as appropriate.
Works with manufacturing/production, cost accounting, logistic managers and support personnel, and with supply chain management (SCM) to understand, coordinate, monitor, and report schedule and execution variances.
Understand the manufacturing/production build sequence to best support the overall production schedule.
Provide feedback to Manufacturing Leads and Production Leads on the status of open items to ensure on-time completion of schedule milestones.
Reports variances to management as required.
Review Bills of Materials and schedules and identify risks/problem issues. Develop work arounds, contingencies, and expedite materials/information as required.
Audit the data integrity of the Material Resource Planning (MRP) application in the organization's Enterprise Resource Planning (ERP) system, including but not limited to Item Master Attribute and Manufacturing Plans.
Defines and develops material sourcing strategy.
Develops, coordinates, and executes material forecasting and material delivery schedule.
Participates in make/buy process, long-term capacity and resource planning; manufacturing ramp-up
Analyze purchase material supply/demand position using Material Requirements Planning (MRP) tools.
Monitor inventory levels based on dependent and independent Bill-of-Materials (BOM) requirements.
Receive/review requirements for non-standard parts.
Analyze lead times and identify critical path procurements.
Prioritize and communicate impacts of current and potential material shortages, delays and risks.
Collaborate cross functionally with supplier quality, engineering, quality, production and other support functions.
Responsible for training and developing other team members on industry standard practices.
Practice CI (Continuous Improvement) concepts to improve processes. Propose possible solutions to problems identified.
Help to develop and implement new process, procedures, and efficiency techniques as necessary.
