Pay Range: $74.36-$78.74 per hour

Candidates must also be capable of satisfying the applicable DOJ 3-of-5-year residency requirement and all required DOJ personnel security, information security, privacy, cybersecurity, and system-access requirements.
Experience Requirements
- 10+ years of professional Information Technology experience
- 5+ years of IT project management experience involving enterprise applications, infrastructure, cloud, or system migrations
- Demonstrated experience managing enterprise application migration or modernization initiatives
- Experience coordinating multidisciplinary technical teams
- Experience with production migration and cutover planning
- Experience with risk, issue, schedule, dependency, and change management
- Federal government IT project-management experience preferred
- Intranet Quorum (IQ) project experience preferred
Position Summary
SMX Services & Consulting, Inc. is seeking an experienced IQ Project Manager / Supervisor to manage planning, coordination, execution, and transition activities for a U.S. Department of Justice Intranet Quorum enterprise application migration and modernization initiative.
The Project Manager will coordinate government stakeholders, application owners, developers, infrastructure personnel, cybersecurity teams, database administrators, and third-party vendors.
Key Responsibilities
- Develop and maintain project and migration plans.
- Manage schedules, milestones, dependencies, risks, issues, and action items.
- Coordinate government and contractor technical stakeholders.
- Coordinate application owners, infrastructure teams, cybersecurity personnel, DBAs, developers, and vendors.
- Manage test-environment and production-environment migration readiness.
- Coordinate approved maintenance windows and production cutover schedules.
- Track technical issues, defects, remediation activities, and testing status.
- Coordinate functional, integration, security, user acceptance, smoke, performance, and post-migration testing.
- Manage project risk, issue, change, and escalation processes.
- Coordinate rollback and contingency planning.
- Support production migration, cutover, and post-migration stabilization.
- Prepare project status information and communicate progress, risks, issues, dependencies, and decisions.
- Coordinate technical and operational documentation.
- Support government acceptance activities.
- Coordinate knowledge transfer and transition to operations.
- Coordinate authorized modernization activities involving cloud architecture, cybersecurity/compliance, data modernization, DevSecOps, and application modernization.
- Ensure after-hours or weekend production activities are planned and coordinated in advance.

- Federal government IT program/project experience
- AWS/cloud migration experience
- Enterprise application modernization
- DevSecOps environments
- Federal cybersecurity and ATO processes
- Application/database migrations
- Strong executive and stakeholder communication
- Strong documentation and reporting capabilities
Security Requirements
- MUST BE A U.S. CITIZEN
- Must satisfy applicable DOJ residency requirements.
- Must successfully complete required DOJ personnel-security and system-access processing.
- Must comply with DOJ cybersecurity, privacy, information-security, access-control, and Rules of Behavior requirements.
- An active Secret or Top Secret clearance is not explicitly required by the solicitation.
Work Schedule
This position is expected to be remote.
The Government's core support window is 6:00 a.m.-6:00 p.m. Eastern Time, Monday through Friday.
Scheduled evening or weekend availability may be required during production migration and cutover activities.
Compensation
$74.36-$78.74 per hour
Final compensation within the range will depend on directly relevant experience, qualifications, and final assignment requirements.
Contingent Opportunity
This position supports a pending U.S. Government procurement. Employment, start date, hours, and assignment are contingent upon contract award, government authorization, successful completion of applicable eligibility/security requirements, and actual program staffing needs.
