Project Manager Senior– Organizational Development

Overview:

As Senior Project Managerfor Organizational Development (OD), you will bridge tactical execution and executive strategy.  You will organize our internal team workflows, build metrics-tracking systems, support cross-functional projects for Human Resources, and translate qualitative OD initiatives into high-impact visual summaries for our Executive Leadership Team (ELT) and senior leadership. You will foster inclusion, model our Core Values, build trust, encourage collaboration, motivate teams, and treat people with care and respect.

Essential Duties:

Project Management:

• Lead projects that are cross-functional, complex, and have agency wide impact toward organizational effectiveness.
• Shape clear outcomes, scope, schedules, resources, budgets, risk plans, and change strategies.
• Monitor milestones, readiness, risks, and adoption, adjusting plans to keep work moving forward.
• Use project management software tools to create clear workflows and dashboards.
• Design, implement, and maintain tracking systems that capture project health, initiative adoption rates, and milestones.

OD Portfolio Planning and Delivery

• Oversee visual management of OD team initiatives with workloads and tasks to keep the department aligned and on schedule.
• Coordinate and administer Employee Engagement Surveys, Leadership Surveys, and periodic pulse surveys.
• Coordinate portfolio management for agency strategic initiatives in collaboration with the Enterprise Project Office.
• Work closely with internal team members and external department stakeholders to navigate change management hurdles and ensure broad programmatic adoption.

Stakeholder Engagement and Change Leadership

• Build trusted partnerships with leaders and teams to understand needs, clarify outcomes, and co-create solutions.
• Explore stakeholder impacts, readiness, resistance, and communication needs with curiosity and empathy.
• Develop practical sponsorship, communication, engagement, and adoption strategies.
• Develop educational content that helps stakeholders learn, adopt, and apply organizational efficiency principles.
• Facilitate alignment, help teams navigate resistance, and reinforce new ways of working.

• Perform other duties of a similar nature and level as assigned.

Requirements:

Minimum Qualifications

• Bachelor's degree in project management, data science, or a closely related field.
• 7 or more years of experience in project management, organizational development, change management, employee engagement, or related people and culture initiatives.
• Experience understanding organizational needs, designing effective interventions, managing change impacts, and measuring adoption and outcomes.

 

An equivalent combination of education and experience to successfully perform the job duties is also accepted.

 

Knowledge Requirements

• Project Management: Project scope, estimating, scheduling, program management, and controls.
• Facilitation, training, communication and presentation best practices.
• Change management: strategy, stakeholder analysis, readiness, sponsorship, communication, adoption, and integration practices.

• Tools: Proficiency with Microsoft 365, Planner, and Smartsheet or comparable platforms.

Preferred Knowledge & Skills

• Budget Management: Budget development, administration, tracking, and reporting.
• Change Management: Change planning, stakeholder readiness, communication, adoption, and integration.
• Organizational Development: Employee engagement, organizational change, and diversity, equity, and inclusion.
• Industry and Public-Sector Experience: Senior-level project or program management in transit and/or public-sector environments.
• Education and Certifications: Education in data science or a related field; PMI and/or change management certification.

 

Working Conditions

Hybrid telework may be available.  Availability is at management discretion based on the nature of the work.  Work is performed in an office environment and requires the use of office equipment and technology.  You will be required to move throughout and between different office buildings and may need to complete tasks in noisy environments.  You may also be required to lift and carry materials up to 10 pounds occasionally.
