Description

Overview

Seeking proposals from approved vendor partners for a part-time Contract Project Manager with prior public sector project management experience to support implementation of the Central Square Jail Management System (JMS). The assignment is 20 hours per week for up to one year.

The primary assignment is to plan and coordinate implementation, including vendor deliverables, County activities, integrations, data conversion, testing, training, deployment, and transition to ongoing support.

Project Background

The Sheriff's Office is replacing its aging jail management system, JW Jail. County support for the current system cannot continue beyond 2027. The JMS project will implement a supported solution for jail operations and requires coordination across the Sheriff's Office, Information Services, Central Square, and other county and state partners.

The project has previously encountered court integration and MNCIS issues and is being refreshed for implementation. The Project Manager will coordinate dependencies with the team, while helping the team resolve decisions about integrations and protected information sharing.

The County seeks a Project Manager who can establish and maintain a practical delivery plan, facilitate decisions, identify risks early, and keep County and vendor teams aligned through implementation. The target go live date is to be determined. The Project Manager will work with County and vendor teams to establish a feasible implementation schedule.

Scope of Work

The selected contractor will provide project management services, including:

  • Developing and maintaining the project plan, schedule, milestones, and workstream dependencies
  • Leading project meetings and tracking decisions, action items, risks, issues, and changes
  • Coordinating Sheriff's Office, Information Services, Central Square, NextGen, and other stakeholders
  • Managing vendor coordination, deliverable review, and follow-up on commitments
  • Coordinating integration planning, including court and MNCIS interfaces and dependencies with Client and Records Management System (RMS)
  • Planning and tracking configuration, data conversion, testing, training, deployment, and transition activities with responsible teams
  • Preparing status reports, escalating decisions and risks, and maintaining project documentation

The contractor will lead project management activities and work with County leads on scope, priorities, and approvals. County and vendor teams will remain responsible for technical configuration, development, and operational decisions.

Required Qualifications

  • Demonstrated experience managing enterprise application implementation projects from planning through deployment, including prior project management experience for a government agency or other public sector organization
  • Experience managing vendor deliverables, schedules, risks, issues, and dependencies across teams
  • Strong facilitation, written communication, and stakeholder management skills
  • Ability to develop and maintain practical project plans, status reports, decision logs, and other project controls

Preferred Qualifications

  • Experience implementing jail management, public safety, justice, or corrections systems
  • Experience with interfaces, data migration, system integrations, and regulated data
  • Experience implementing Central Square or similar Jail Management System solutions

Position Level

This is a part-time Project Manager role requiring an experienced professional who can:

  • Independently manage a complex implementation involving a software vendor and multiple County teams
  • Translate technical and operational dependencies into a clear schedule and actionable decisions
  • Work collaboratively with Sheriff's Office leaders, operational staff, Information Services, and external partners

Vendors should propose candidates with direct project management experience appropriate to this assignment.
