Project Manager — Appliance Standards & Codes

Location: Remote, with preference for candidates in the Northeast Region
Employment Type: Full-time, 40 hours/week
Experience: 3–6 years
Anticipated Start Date: November 2, 2026, 3 year contracted role.
Travel/Meeting Commitment: Approximately 10% for staff meetings and public meetings
Pay: 50-52$/hr
This is a W2 role ONLY. You must be authorized to work in the US for the duration of the contract.

Position Overview

The Project Manager will support the Codes & Standards team in advancing and implementing Appliance Standards initiatives. This role will work closely with internal teams, contractors, technical experts, and external stakeholders to develop and execute projects that support energy efficiency, environmental objectives, and related state initiatives.

The successful candidate will independently manage multiple complex projects throughout their full lifecycle—from conceptualization and development through implementation, tracking, reporting, and closeout. The Project Manager will provide technical and project-management expertise, coordinate stakeholders, monitor budgets and deliverables, and identify and escalate issues when appropriate.

Primary Responsibilities

  • Work with the CPS team to implement strategies, provide technical support, partner with stakeholders, and support rulemaking related to Appliance Standards.

  • Support the ongoing refinement and development of the program.

  • Support the development and execution of program initiatives, including tracking, reporting, and performance monitoring.

  • Manage multiple projects simultaneously with minimal supervision, including technical, schedule, budget, and cost-control responsibilities.

  • Develop and maintain project workplans, budgets, schedules, milestones, and deliverables.

  • Oversee contractor and consultant activities and evaluate work products for technical accuracy, quality, logic, completeness, and contractual compliance.

  • Review and constructively critique contractor reports, technical documents, articles, and other project deliverables.

  • Consistently follow up with project stakeholders and ensure completion of assigned tasks in a timely manner.

  • Track project deliverables and ensure milestones are completed according to established schedules.

  • Identify project risks, exercise sound judgment, and determine when issues should be escalated.

  • Keep program leadership and team members informed of project progress, challenges, risks, and emerging issues.

  • Collaborate with internal teams, contractors, customers, and external stakeholders to advance project objectives.

  • Develop ideas and rationale for program improvements and new project opportunities.

  • Support competitive solicitations and the development of new projects and potential co-funding opportunities.

  • Prepare written materials, presentations, and technical information for internal and external audiences.

  • Participate in professional meetings, seminars, conferences, staff meetings, and public meetings as needed.

  • Provide guidance to junior staff and support the day-to-day work of interns when appropriate.

  • Perform other duties as assigned that contribute to the key outcomes of the Codes & Standards team.

Required Qualifications

  • Bachelor's degree in engineering, energy, environmental science, building science, business, project management, or a related field.

  • 3–6 years of relevant professional experience in project management, energy efficiency, building systems, environmental programs, engineering, or a related technical field.

  • Demonstrated ability to independently manage multiple complex and innovative projects under deadlines.

  • Experience developing and managing project workplans and budgets.

  • Experience overseeing consultants, contractors, and/or external project partners.

  • Demonstrated ability to collaborate effectively with internal teams and external stakeholders.

  • Strong critical-thinking, analytical, organizational, and problem-solving skills.

  • Ability to understand technical specifications, testing results, reports, and other technical materials and translate complex information for non-technical staff and management.

  • Strong written and verbal communication skills.

  • Demonstrated ability to prioritize competing responsibilities and complete assignments in a timely manner.

  • Strong judgment and the ability to recognize and appropriately escalate project issues.

  • Proficiency with Microsoft Office/Microsoft 365.

Preferred Qualifications

  • Master's degree in a relevant field.

  • Certified Energy Manager (CEM), Engineer in Training (EIT), or Professional Engineer (PE) certification.

  • Technical understanding of building systems, particularly residential and multifamily buildings.

  • Technical understanding of heat pump technologies, including installation and commissioning challenges.

  • Experience with appliance standards, building codes, energy efficiency programs, or related state energy/environmental initiatives.

  • Experience supporting regulatory or rulemaking processes.

  • Experience developing projects through competitive solicitation.

  • Experience identifying or developing project funding and co-funding opportunities.

  • Experience presenting technical information at professional meetings, seminars, conferences, or public forums.

The Project Manager must be able to produce clear, direct, comprehensive, and concise written materials and verbal presentations with minimal editing. The successful candidate will be able to:

  • Present information at meetings, seminars, conferences, and public forums.

  • Negotiate effectively with contractors and consultants.

  • Establish and maintain productive relationships with customers, stakeholders, and external partners.

  • Identify and communicate project issues clearly and in a timely manner.

Work Environment

This is a remote position, with a preference for candidates located in the Northeast Region. The role is expected to require approximately 10% participation in staff meetings and public meetings.

The contractor/vendor is responsible for providing a laptop, phone, and internet connection necessary to perform the work.

Success in This Role

Success in this position will require a combination of strong project-management capabilities, technical understanding, independent judgment, organization, and communication skills. The ideal candidate will be comfortable managing several complex projects simultaneously, working with technical consultants and contractors, translating technical information into actionable recommendations, and keeping stakeholders informed from project initiation through closeout.
