The Project Manager will lead the modernization and replacement of a legacy Records Management System (RMS) with a scalable cloud-based Software-as-a-Service (SaaS) solution. This role will coordinate cross-functional teams, business stakeholders, vendors, and technical staff to ensure successful planning, implementation, data migration, testing, and deployment. The Project Manager will oversee project scope, schedules, budgets, risks, governance, and organizational readiness while ensuring compliance with Florida State Project Management and Oversight standards.
Lead the modernization and replacement of a legacy Records Management System (RMS).
Coordinate business stakeholders, technical teams, vendors, and project resources.
Develop, maintain, and monitor project plans, schedules, milestones, and deliverables.
Manage project scope, budgets, timelines, risks, issues, and dependencies.
Ensure contract deliverables and project milestones are completed on schedule.
Develop and maintain project documentation, strategies, and implementation plans.
Identify project risks and recommend mitigation strategies.
Monitor project progress and escalate issues impacting project success.
Coordinate cloud migration and implementation activities.
Support requirements gathering and business process analysis.
Facilitate collaboration between business users and development teams.
Participate in User Acceptance Testing (UAT), system validation, and implementation activities.
Coordinate data migration, system transition, and deployment planning.
Prepare executive status reports, steering committee presentations, and project dashboards.
Assist with grant documentation, budget requests, legislative reporting, and supporting documentation.
Lead project team meetings, stakeholder meetings, and technical sessions.
Ensure compliance with Florida State Rule 60GG-1 Project Management and Oversight standards.
Support vendor management and contract administration.
Coordinate project communications across multiple business units.
Maintain detailed work breakdown structures (WBS) and project schedules.
Support organizational change management and user readiness activities.
Create and maintain project documentation throughout the project lifecycle.
Foster collaboration, innovation, and continuous process improvement.
Perform additional project management duties as assigned.
Minimum 5 years of IT experience.
Minimum 2 years managing enterprise IT projects.
Project Management Professional (PMP) Certification Required.
Experience managing large-scale software implementation projects.
Experience with cloud-based solutions and SaaS architecture.
Experience with project planning, scheduling, budgeting, and resource management.
Experience managing vendors and contract deliverables.
Experience with risk management, issue management, and project governance.
Experience facilitating meetings and documenting project outcomes.
Experience creating executive-level status reports and project presentations.
Experience working with collaboration and project management tools.
Proficiency with:

Must successfully complete Department Security Awareness Training within 30 days of hire.
