Job Summary:
The Project Manager leads project management for capital improvement, infrastructure, and large-scale maintenance projects across Somersett Owners Association’s amenities and common areas, including the Canyon Nine golf course, recreational facilities and buildings, community landscaping and open space, streets, maintenance and storage facilities, and civil and drainage infrastructure. Projects range from small-scale equipment and infrastructure work to larger capital improvements, and all require the same level of diligence in scope, bidding, and oversight. Acting as the Association’s owner’s representative, this role develops scopes of work, solicits and evaluates competitive bids and RFPs, and oversees contractors from project award through completion.

The Project Manager focuses on planning, budgeting, and overseeing capital and infrastructure projects from scope development through completion, coordinating closely with the Association’s operations staff, who continue to handle routine, day-to-day upkeep. For larger-scale replacements and improvements, such as major equipment or system upgrades, the Project Manager leads the process: developing scopes of work, managing the RFP and bidding process, and overseeing contractors through completion. A background or strong working interest in both finance and budgeting and in construction or capital-project management is valued in this role, given its mix of financial oversight and field-based project execution.

Duties/Responsibilities:
  • Lead project management for capital improvement, infrastructure, and large-scale replacement projects across SOA’s amenities and common areas, including the Canyon Nine golf course, recreational facilities and buildings, landscaping and open space, streets, maintenance of facilities, and civil and drainage infrastructure.
  • Develop scopes of work and solicit requests for proposals (RFPs) for capital and infrastructure projects, acting as the Association’s owner’s representative throughout the procurement process.
  • Evaluate competitive bids and proposals, negotiate contract terms and pricing, and recommend contractor and vendor selection to management and the Board.
  • Develop, track, and manage capital project budgets, including alignment with the Association’s reserve study and approved capital plan.
  • Prepare and present project plans, budgets, and status updates to management and the Board.
  • Oversee contractors and vendors throughout project execution, monitoring schedules, milestones, and quality of work.
  • Conduct site inspections and quality control reviews to confirm completed work meets specifications, contract terms, and industry standards.
  • Coordinate with Association operations staff on project scope, sequencing, and operational impacts, particularly for larger-scale equipment, infrastructure, or system replacements.
  • Review civil, landscape, and infrastructure plans, drawings, and technical specifications relevant to assigned projects.
  • Collaborate with city, county, state, and utility agencies on permitting, compliance, and community improvement projects.
  • Maintain project documentation, including contracts, change orders, warranties, and as-built records.
  • Perform other related duties as assigned.

Supervisory Responsibilities:
This position leads and directs the work of contractors, vendors, and project teams on assigned capital and infrastructure projects, and coordinates closely with maintenance and facilities personnel on projects that affect their areas of responsibility.

Knowledge, Skills, and Abilities:
  • Strong project management skills, including scope development, scheduling, budgeting, and risk management for capital and infrastructure projects.
  • Working knowledge of construction and civil site infrastructure, such as drainage, irrigation, paving, and grounds/golf course systems, and how these projects are scoped and executed.
  • Experience developing RFPs and bid packages, managing competitive bidding, and evaluating contractor qualifications and proposals.
  • Strong contract negotiation skills and working knowledge of construction contract terms, pricing structures, and industry standards.
  • Financial acumen, including budgeting, cost estimating, and tracking project spend against reserve study and capital plan allocations.
  • Experience managing multiple concurrent vendors and contractors, including scheduling, quality control, and issue resolution.
  • Excellent written and verbal communication skills, including preparing and presenting project plans, budgets, and status reports to management and the Board.
  • Strong organizational and time-management skills, with the ability to prioritize across multiple active projects.
  • Proficiency in Microsoft Office and Outlook, along with project management and scheduling tools.
  • Ability to read and interpret site plans, civil drawings, blueprints, and technical specifications.
  • Familiarity with HOA or community association governance, and experience working with Boards, committees, and residents, is a plus.
  • Ability to work collaboratively with maintenance and facilities staff, contractors, vendors, and government agencies.

Education and Experience:
  • Bachelor’s degree in construction management, civil engineering, finance, business, or a related field, or equivalent.
And/Or
  • At least Five (5) years of related experience in project management, construction management, or capital improvement project oversight.

Physical Requirements:
  • Ability to walk project and construction sites, including the golf course, recreational facilities and buildings, landscaped areas, streets, and outdoor infrastructure, in varying weather conditions.
  • Prolonged periods of sitting for planning, budgeting, and administrative work, as well as periods of standing and walking during site visits and inspections.
  • Ability to occasionally climb, bend, or maneuver around active construction or maintenance areas to conduct inspections.
  • Ability to occasionally lift and carry up to 50 pounds, such as plans, equipment, or materials during site visits.

Work Schedule:
This is a full-time, exempt position that primarily works weekday business hours, with occasional evening hours for Board or committee meetings and flexibility as needed for project deadlines and site visits. The schedule is subject to change based on the needs of the organization.
