BEAUMONT INDEPENDENT SCHOOL DISTRICT Job Description JOB TITLE: Project Manager - Operational Effectiveness CLASSIFICATION: Exempt REPORTS TO: Deputy Chief of Organizational Effectiveness PAY GRADE: Admin 3 DAYS: 235 LOCATION: Administration DATE REVISED: September 14, 2026 PRIMARY PURPOSE: The Project Manager - Operational Effectiveness provides direct project management, coordination, and implementation support to the Deputy Chief by managing and driving completion of high-priority operational, facilities, technology, safety, and strategic initiatives across Beaumont ISD. . The position translates priorities established by the Deputy Chief and district leadership into clearly defined scopes, action plans, timelines, assigned responsibilities, deliverables, and measurable outcomes. The Project Manager maintains visibility across multiple concurrent projects, conducts proactive follow-up with responsible departments and external partners, identifies barriers and delays, and ensures commitments are carried through to completion. Working on behalf of the Deputy Chief on assigned initiatives, the Project Manager coordinates across district departments, campuses, architects, contractors, consultants, vendors, and community partners. The position provides the Deputy Chief with timely and concise information regarding project status, outstanding actions, risks, budget considerations, upcoming milestones, and decisions requiring leadership attention. This position requires a highly organized and proactive project leader who can independently manage follow-up, anticipate needs, solve routine implementation issues, maintain detailed project documentation, and move projects forward with minimal supervision. MAJOR RESPONSIBILITIES AND DUTIES: Project Leadership and Implementation Manage projects and special initiatives assigned by the Deputy Chief from initial direction through final completion, including timelines, responsible parties, documented commitments, deadlines, routine issue resolution, and escalation of matters requiring Deputy Chief intervention. Develop project scopes, timelines, milestones, deliverables, communication plans, and success metrics. Monitor implementation progress and proactively identify and resolve barriers to successful completion. Coordinate project teams and ensure alignment among departments and stakeholders.
Prepare executive reports, presentations, dashboards, and progress updates for district leadership and the Board of Trustees. Executive Project Coordination & Follow-Through Manage and track projects and operational priorities assigned by the Deputy Chief from initiation through completion. Translate meetings, discussions, site visits, and leadership direction into documented action items, responsible parties, deadlines, and deliverables. Maintain a centralized project tracker identifying project status, budget, start date, anticipated completion date, responsible department/vendor, dependencies, risks, and next steps. Conduct routine follow-up with departments, campuses, contractors, vendors, and consultants to ensure assigned work remains on schedule. Independently obtain project updates rather than relying solely on leadership to request status information. Identify overdue items, missed commitments, scope concerns, budget issues, and potential delays and escalate them promptly. Prepare agendas, project notes, action-item summaries, follow-up correspondence, scopes of work, and status reports. Coordinate and participate in project meetings, construction meetings, site walks, preconstruction meetings, vendor meetings, and campus coordination meetings as assigned. Maintain organized project documentation, including proposals, quotes, schedules, scopes of work, photographs, meeting notes, change requests, completion documentation, and related correspondence. Verify assigned action items have been completed and documented before projects are reported as closed. Provide the Deputy Chief with concise updates identifying what is complete, what is outstanding, what is delayed, who owns the next action, and what decisions are needed from leadership. Facilities, Construction & Operational Project Coordination Coordinate assigned facility improvement, renovation, repair, furniture, technology, safety/security, and operational projects across district facilities. Assist with developing clear scopes of work and obtaining necessary project information for procurement, JOC, contractor, and vendor pricing. Coordinate with Maintenance & Operations, Purchasing, Technology, Safety & Security, architects, contractors, consultants, vendors, and campus administration. Track project budgets, proposals, purchase orders, schedules, change requests, material lead times, installation dates, substantial completion, punch-list items, and final completion. Conduct site visits to monitor project conditions and progress and document outstanding items. Coordinate campus communication before work begins, including construction schedules, access requirements, relocations, interruptions, and impacts to staff or students. Ensure affected departments and campuses receive adequate notice before contractors or district personnel begin work. Maintain project photographs and documentation of existing conditions, construction progress, deficiencies, and completed work. Coordinate punch-list development and follow through until identified deficiencies are resolved. Support campus openings, closures, relocations, consolidations, grade-level reconfigurations, facilities utilization studies, capital improvement programs, bond projects, and long-range facilities planning as assigned. Budget, Procurement & Vendor Coordination Assist in preparing scopes of work, specifications, project requirements, and supporting documentation for procurement. Coordinate with Purchasing to ensure projects follow applicable district procurement requirements and purchasing procedures. Track project estimates, quotes, approved budgets, purchase orders, expenditures, and remaining project balances. Review vendor and contractor proposals for alignment with requested scope and identify discrepancies, exclusions, or unclear items for leadership review. Maintain documentation of vendor commitments, schedules, deliverables, and outstanding requirements. Coordinate vendor access, installation schedules, district responsibilities, and campus communication. Immediately communicate potential cost increases, scope changes, or schedule impacts to the Deputy Chief before additional work proceeds. Strategic Initiatives and Organizational Improvement Support implementation of district strategic priorities and special initiatives. Facilitate cross-departmental projects designed to improve efficiency, effectiveness, and service delivery. Assist in organizational change management efforts and implementation planning. Research best practices and recommend innovative solutions to operational challenges. Stakeholder Engagement and Communication Coordinate stakeholder meetings, community engagement sessions, and project planning activities. Develop communication materials that provide clear and timely updates regarding district initiatives. Build collaborative relationships with internal and external partners to support successful project outcomes. Serve as a liaison among departments, campuses, vendors, consultants, and community stakeholders. Data, Reporting, and Accountability Develop and maintain project tracking systems, implementation dashboards, and performance measures. Monitor project outcomes, implementation fidelity, and organizational impact. Analyze project data and provide recommendations for continuous improvement. Ensure leadership has timely and accurate information regarding project status and risks. The Project Manager is expected to initiate follow-up, obtain answers, resolve routine issues, and escalate concerns without waiting for repeated direction. Operating Expectation 10: Represent the Office Effectively - When coordinating an assigned project, the Project Manager serves as a representative of the Office of Organizational Effectiveness and is expected to communicate expectations, deadlines, required deliverables, and follow-up needs clearly and professionally. QUALIFICATIONS: Education/Certification: Bachelor's degree in Business Administration, Public Administration, Project Management, Organizational Leadership, Education, or a related field required. Master's degree preferred. Project management certification or experience leading complex projects preferred. Experience: Three to five years of progressively responsible experience in project management, construction/facilities coordination, operations, procurement, organizational improvement, public- sector administration, or a related field preferred. Experience managing multiple concurrent projects involving contractors, vendors, budgets, schedules, and cross-functional teams strongly preferred. Demonstrated proficiency with project management and productivity tools, spreadsheets, dashboards, document management systems, and presentation software required. WORKING CONDITIONS: Mental Demands Ability to manage multiple priorities and deadlines in a dynamic environment. Occasional evening and weekend meetings or events. Physical Demands Frequent travel throughout the district and community. Prolonged sitting and computer use; occasional standing, walking, and light lifting of materials.
