Position Overview: The Project Manager of Open Education Resources (OER) Strategy and Operations within the OER division will be responsible for overseeing the strategy design and operational structures related to the OER portfolio, including but not limited to the development and execution of systems, tools, and trainings across OER projects.

This role involves collaborating with content experts, strategic thinkers, and various stakeholders, including TEA teams, Regional Education Services Centers, HQIM publishers, review groups, and vendors. This role requires a dynamic and adaptable individual who can manage multiple projects simultaneously, ensuring that each project is completed on time, within scope, and within budget.

The Project Manager works under limited supervision, with considerable latitude for the use of initiative and independent judgement. This role reports to the Senior Director of Product Strategy and Operations within Open Education Resources and, while it does not include supervisory responsibilities, it involves extensive collaboration with colleagues both within and outside the OER division.

Flexible work location within the state of Texas may be considered for qualified candidates.

Project Planning and Management: The manager of special projects provides oversight for the vision, methodology, and development of various OER projects by collaborating with multiple stakeholders with the goal of developing high-quality instructional materials. This role requires the implementation of detailed project plans, outlining timelines, milestones, and resource allocation. The manager is expected to continuously monitor project progress and making necessary adjustments to ensure timely and successful completion.

  2. Team Collaboration and Stakeholder Engagement: The manager leads and coordinates project teams as a key function of this role. The Manager will foster a collaborative and productive work environment, facilitating effective communication and cooperation among team members and stakeholders. Strong team collaboration is vital for achieving project objectives and ensuring that all team members are aligned and working towards common goals.

  3. Training and Development: The manager provides training and development opportunities for project team members to enhance their skills and capabilities related to the OER projects. The Manager will promote continuous learning and improvement within the project team and conduct effective training to contribute to the overall project success and team growth.

  4. Change Management: The manager develops and implementing change management strategies to support project transitions and ensure successful adoption of new processes or systems is a critical function of this role. The Manager will manage the impact of project changes on the organization and its stakeholders, ensuring that transitions are smooth and that any resistance to change is addressed effectively. Successful change management helps ensure that projects achieve their intended outcomes and that new processes are integrated seamlessly.

  5. System Supports and Operations: The manager works closely with project managers both within the OER division and across other divisions within the Texas Education Agency (TEA). Minimum Qualifications

Education: Graduation from an accredited four-year college or university

Experience: At least five (5) years of experience in project management, business, education or a related field with a passion for public education

Substitutions: An advanced degree may substitute for two years of required experience

Other Qualifications

Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military

Have experience in project management, communications, and/or strategy and implementation with internal teams, client and/or vendor-facing roles

Possess the ability to effectively organize and complete multiple projects simultaneously, communicate across internal teams effectively, meet deadlines, and prioritize tasks to deliver quality products
