--- Project Description ---
New York State of Health (NYSoH) is New York's official health plan
marketplace established by Executive Order No. 42. The temporary
personnel services requested are needed to support the on-going
design and development of information technology systems consistent
with enrollment goals and federal and state law and rules.
The Project Manager will work closely with NYSoH program staff,
vendors, and other stakeholders to define requirements for the NYSoH.
The Project Manager will apply a wide range of tools and techniques to
elicit, analyze, communicate, and validate requirements for the NYSOH
and to troubleshoot production issues.
--- Day-to-Day Tasks ---
1. Work on software in a fast-paced, high volume work environment
2. Provide regular status updates to upper management on various
projects and keep them abreast of risk, issues and mitigation plans
3. Guide requirements gathering meetings to elicit functional and/or
operational requirements to define system functionality and current
operations
4. Coordinate and document resolution of requirements and technical
design comments and gaps with business and vendor staff
5. Evaluate design, development, testing, and confirm that results are
consistent with the system or business processes;
6. Analyze and revise flow charts, process models and technical specs
describing as-is or to-be IT systems or business processes
7. Utilize effective communication and facilitation skills to engage with
business owners, IT program team members, and management
--- Required Qualifications ---
• 84 months of experience managing change requests, including reviewing
scope, deliverables and constraints and providing post deployment support.
• 84 months of experience in managing large ($100 million or greater) IT
projects where regular interactions with executive-level stakeholders has
been required.
• 84 months of experience working on an IT implementation of the Affordable
Care Act, which includes automated Eligibility determination and automatic
Enrollment into a chosen plan.
• 60 months of daily experience with Rational Team Concert (RTC).
• 60 months of experience managing and maintaining external state and federal
interfaces
• 60 months of experience managing, coordinating, and tracking activities
related to Open Enrollment with one or more State-Based Marketplace or the
Federally-Facilitated Marketplace.
• 36 months experience managing COVID 19-related projects, including
eliciting and analyzing the requirements and implementing IT solutions
• Bachelors Degree
