Manager – Capital Projects
Location: Martinez, CA
Position Type: Full-Time
Salary Range: $106,000.00 – $230,000.00/ year
(commensurate with experience, qualifications, and internal equity)
Role Overview
Our client is seeking an experienced and driven Project
Manager to join their team in Martinez, CA. Reporting directly to the
Manager of Capital Projects, this role is responsible for providing high-level
project management services to consistently deliver safe, transparent,
predictable, and competitive outcomes.
As the project lead, you will manage projects from
initiation through execution, startup, and final delivery, you will lead
cross-functional, multi-disciplinary engineering and construction teams in a
dynamic industrial facility.
Key Responsibilities
Project Leadership & Delivery
- Serve
as the primary project lead across all phases of assigned capital
projects, ensuring safe execution and alignment with business objectives.
- Lead
multi-disciplinary engineering and construction teams, fostering clear
communication and alignment across all stakeholders.
- Develop
comprehensive contracting strategies for engineering, procurement, and
construction (EPC), with a strong focus on securing long-lead equipment to
maintain project schedules.
Cost, Schedule & Quality Management
- Support
the development of detailed project cost estimates, execution schedules,
and formal funding requests.
- Proactively
monitor, track, and report on project spend, schedule progress, and
performance metrics to ensure target commitments are met.
- Ensure
all engineering and design deliverables strictly adhere to relevant
environmental regulations, safety policies, and technical standards.
Construction & Closeout Management
- Facilitate
the field construction phase by ensuring the timely delivery of complete
and accurate Issued for Construction (IFC) drawings.
- Promptly
address and resolve technical Requests for Information (RFIs) related to
facility designs and project drawings.
- Oversee
all final project closeout activities, including as-built drawing updates,
record management, Management of Change (MOC) completion, Pre-Startup
Safety Reviews (PSSR), Preventive Maintenance (PM) setup, and financial
closeout.
Working Conditions & Physical Requirements
- Work
Environment: Combination of computer-based office management and
active field inspection and testing within processing units.
- Physical
Demands: Ability to climb ladders, navigate stairways, work at
elevated heights, and perform field duties outdoors in varied weather
conditions.
- Schedule
& On-Call: Standard full-time schedule with participation in the
site's duty rotation schedule for off-hours emergency response. Extended
or altered work schedules may occasionally be required during major plant
turnarounds and maintenance outages.
Candidate Qualifications
- Bachelor
of Science (B.S.) degree in Engineering.

Minimum of 10 years of experience working in
petroleum refining or a similar heavy manufacturing environment.

Minimum of 5 years of direct Project Management
experience within a process manufacturing facility.
- Active
TWIC® card (or ability to obtain).
- Licensed
Professional Engineer (PE) credential.
- Proven
track record of managing multi-disciplinary engineering and construction
teams on capital projects.
- Strong
expertise in project controls, EPC contracting strategies, and industrial
safety compliance.
