DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The Project Manager will support wastewater collection system Consent Decree reporting, KPI tracking, and data management for inspection, cleaning, condition assessment, and remediation activities. This position will prepare reports, process and validate supporting data, maintain GIS-based tracking information, and help ensure sewer line and manhole inspection records, work orders, payment records, contractor submittals, dashboards, KPIs, and asset data are accurate, complete, consistent, and auditable. The role requires coordination with internal WWO field teams, Construction Management, GIS, IT, contractors, consultants, and other stakeholders to support reliable reporting, project tracking, performance monitoring, and data-driven decision-making.

Key responsibilities include:

  • Prepare and support Consent Decree-related reports and collection system KPIs for inspection, cleaning, condition assessment, remediation progress, work order completion, contractor performance, and data quality.
  • Process, clean, validate, and reconcile data across Infor IPS, GIS platforms, payment records, dashboards, inspection records, work orders, KPIs, and contractor submittals.
  • Maintain and support GIS-based sewer line and manhole datasets, including asset locations, inspection status, defect information, remediation status, cleaning history, and related mapping updates.
  • Develop, maintain, and improve dashboards, KPI reports, maps, summaries, and tracking tools using platforms such as Power BI, ArcGIS Pro, ArcGIS Online, Power Apps, Power Automate, Dataverse, and related systems.
  • Coordinate with internal WWO field teams, Construction Management, GIS, IT, contractors, and consultants to resolve data gaps, missing records, inconsistent asset information, work order discrepancies, and KPI reporting issues.
  • Respond to data inquiries and prepare summaries, maps, dashboards, presentations, and supporting documentation related to collection system condition assessment, work orders, remediation progress, KPIs, and reporting.
  • Support data workflow improvements, automation, and technology solutions that improve reporting efficiency, GIS data quality, dashboard accuracy, KPI tracking, and collection system management.

WORKING CONDITIONS

There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations.

This is a Houston Public Works Emergency Management position at the Tier II Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS

Requires a Bachelors degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.

EXPERIENCE REQUIREMENTS

Four years of experience in construction, construction inspection, design, landscape design, geotechnical, environmental or a closely related field are required.

Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.

PREFERENCES

Preference may be given to applicants with experience in wastewater collection system analysis, Consent Decree reporting, GIS data management, data processing, dashboard development, KPI tracking, or related public infrastructure data management.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
