    Position Overview
    The Commonwealth of Pennsylvania is seeking an experienced Project Manager to lead the RFP development, vendor selection, evaluation, negotiation, and contract award process for the Pennsylvania Automated Licensing System (HuntFishPA).
    The successful candidate will manage a large-scale, complex procurement initiative involving software development lifecycle, licensing, order fulfillment, customer/sales agent support, vendor management, and contract negotiations. The Project Manager will work closely with PFBC, PGC, SMEs, stakeholders, Chief Counsel offices, and Commonwealth procurement/IT teams.
    Key Responsibilities
    Project Management
    • Develop, control, and maintain the project management plan and schedule
    • Manage RFP development, vendor bid management, evaluation, negotiations, and contract award. 
    • Track project milestones, deliverables, risks, action items, and timelines. 
    • Maintain project documentation and meeting records. 
    RFP Development & Submission
    • Develop a comprehensive RFP using Commonwealth formats and procurement requirements. 
    • Gather and document business and technical requirements
    • Ensure compliance with Commonwealth IT policies, procurement rules, and procedures
    • Conduct meetings with SMEs, key stakeholders, and Chief Counsel
    • Research best practices from other states for automated licensing systems. 
    • Document security requirements and industry best practices. 
    Service Level Agreements (SLAs)
    • Develop SLAs for inclusion in the RFP. 
    • Define licensing, service-level, security, and contractual requirements. 
    • Work with Chief Counsel to develop and finalize SLA requirements. 
    RFP Evaluation & Vendor Selection
    • Develop and maintain vendor evaluation metrics and scoring criteria
    • Assist with proposal evaluation and validation of mandatory requirements. 
    • Coordinate vendor Q&A, demonstrations, proposal evaluation, and negotiations
    • Provide recommendations regarding vendor scoring, selection, contract negotiation, and award
    Required Skills
    • 10+ years Project Management
    • 5+ years Requirements Gathering
    • 5+ years Drafting Service Level Agreements (SLAs)
    • 3+ years RFP Preparation
    • Strong stakeholder and vendor management 
    • Experience with procurement and contract processes 
    • Strong project documentation and scheduling skills 
    Preferred Skills
    • 1+ year Technical Writing
    • PMP Certification
    • Experience with large-scale software/SaaS procurement
    • Experience with vendor evaluation and contract negotiations 
    • Experience with software development lifecycle (SDLC)
    • Experience with order fulfillment and customer/sales agent support 
    • Knowledge of natural resource management, conservation, or outdoor recreation
    Important Notes
    • Hybrid position – 3 days onsite at PFBC/PGC Headquarters. 
    • 40 hours per week.
    • In-person interview is mandatory and scheduled for September 21–23
    • Candidate should have direct experience managing large-scale RFP/procurement projects
    • Strong technical writing and stakeholder communication skills are important. 
    • Experience with vendor evaluation, SLA development, RFP preparation, and contract negotiation is highly relevant.
