Short Description:

The client is looking for a Program Manager to lead a team of IT project professionals to review, assess, and remediate issues across a number of initiatives across the IT portfolio.


Complete Description:

The client is seeking key staff augmentation resources for immediate surge support for completion of the following initiatives, including but not limited to Better Bus Network Redesign, Trapeze to HASTUS Migration, Fleet Technology Optimization: Bus Technology Optimization, Railcar-to-everything communication, Access Services Technology Optimization, Tap-n-Go, and Exadata migration to Oracle Cloud Infrastructure.

The Program Manager – Application Development is responsible for the overall direction, coordination, implementation, execution, control, and completion of multiple related application development projects, ensuring consistency with company strategy, commitments, and goals. This role requires a blend of technical expertise, project management skills, and leadership abilities to drive successful outcomes in a dynamic environment.


Responsibilities:

Program Leadership and Strategy:

  • Define program scope, objectives, and deliverables in collaboration with senior management and stakeholders.
  • Develop and maintain program roadmaps, outlining project dependencies, timelines, and resource allocation.
  • Align program goals with business objectives and ensure projects contribute to the overall strategic vision.
  • Provide strategic guidance and decision-making throughout the program lifecycle.

Project Management:

  • Oversee multiple application development projects, ensuring delivery on time, within budget, and to quality standards.
  • Develop and manage project plans, including scope, goals, and deliverables.
  • Coordinate project activities, resources, and schedules.
  • Monitor progress, resolve issues, and escalate risks as needed.
  • Manage budgets, track expenses, and ensure cost-effectiveness.

Team Leadership and Collaboration:

  • Lead, mentor, and motivate project teams to foster a high-performance environment.
  • Facilitate communication among teams, stakeholders, and departments.
  • Manage vendor relationships and ensure performance expectations are met.
  • Promote best practices and process improvements within the application development team.

Stakeholder Management:

  • Build and maintain strong relationships with stakeholders including senior management, business users, and technical teams.
  • Communicate program status, progress, and issues clearly and timely.
  • Manage stakeholder expectations and ensure satisfaction with outcomes.
  • Act as liaison between business and technical teams to translate business needs into technical solutions.

Risk and Change Management:

  • Identify, assess, and mitigate program risks and develop contingency plans.
  • Manage program changes ensuring proper evaluation, approval, and implementation.
  • Implement change management processes to minimize business disruption.

Quality and Compliance:

  • Ensure projects adhere to quality standards, best practices, and relevant regulations.
  • Oversee testing and QA processes to ensure functional and technical requirements are met.
  • Promote a culture of quality and continuous improvement within the team.

Bachelor’s degree in Computer Science, Information Systems, Business Administration, or related field (Master’s preferred).


Skills:

  • Minimum 8–10 years of experience managing complex application development programs — Required | 8 Years
  • Proven track record of delivering multiple projects on time, within budget, and to quality standards — Required
  • Experience with software development methodologies (Agile, Waterfall, Scrum) — Required | 8 Years
  • Experience managing cross-functional teams and stakeholders — Required | 8 Years
  • Familiarity with programming languages, databases, and operating systems — Required | 8 Years
  • Understanding of software architecture, design patterns, and system integration — Required | 8 Years
  • Knowledge of cloud platforms (AWS, Azure, GCP) — Required | 8 Years
  • Bachelor’s degree in Computer Science, Information Systems, or Business Administration — Required
  • Agile certifications (CSM, SAFe Program Consultant) — Required
