Project Manager, Distribution & Construction

 

This manager is responsible for the effective management of the Distribution Department Construction section through the coordination, planning and scheduling of all system construction and pavement projects as well as maintenance work on large diameter pipes. The incumbent conducts manpower planning, recruitment, coaching, training, budget preparations, expense control and other administrative duties.

 

Pay Range: $96,500.00 - $120,000.00/yr

Responsibilities:

Distribution & Construction Management:


1. Coordinates activities for projects related to large main construction, maintenance, and replacement work including but limited to:


Providing strategies, policies and procedures for the completion of diverse construction and maintenance projects
Participating in internal and external construction design meetings to discuss issues, concerns and ensure proper employment of construction methods
Scheduling construction projects in conjunction with customers and builder's needs.
Manage various area supervisors, supervisors, engineers and union personnel on multiple projects running concurrently
Responsible and accountable for overall project performance including scope, quality and schedule for various projects. Manage construction resources to maximize productivity, safety, quality, and cost savings. Monitor project performance and resolve engineering design issues, field barriers, and delays, all in an effort to maintain the project schedule.
On site construction management and supervision
Tracks progress of each project against goals, objectives, approved budgets and approved timelines. Reports statuses and variances.
Coordinates, directs, resolves conflicts, and approves the construction-related activities of contractors
Complete projects on-time and on-budget and ensure timely project closeout
Re-pavement of all Distribution Department excavations requiring frequent contact with the general public, highway engineers, state highway inspectors, and general/paving contractors .
Ensuring all work handled in the construction area are conducted smoothly, safely and economically while meeting all schedules regardless of problems imposed by an individual, customer, city, state or federal agency
Notifying contractors regarding re-pavement jobs, inspection of completed projects and approval of invoices.
Ensuring adherence to API 1104 Welding Code and Part 192 of the Code of Federal Regulations and other applicable codes/regulations.


2. Ensures the efficient utilization of contracted company resources including but not limited to:


Researching and recommending products, services that should be contracted out
Administering daily assignments of Distribution Inspectors pertaining to contract work
Administering specific site and blanket contracts
• Reviewing contract specifications
Approving work orders for final processing


3. Participates in the formulation and revision of procedures for safety and training programs including but not limited to:


Reviewing and providing timely updates to procedures and handbooks
Cross training for supervisors to ensure sufficient and continuous operations in the event of prolonged absences
Ensuring the proper training and qualification of welders to ensure compliance of procedures found through the end results of both destructive and non-destructive testing elements.


4. Conducts and reviews safety audits provided by the supervisors in the Construction Department to ensure for proper construction practices; makes recommendations to Safety committee based Oil audit or accident report findings.


Personnel Management:


5. Assesses employee needs ensuring subordinates are properly trained and adhere to company policies, practices and procedures including collective bargaining agreement when applicable.


6. Supervises subordinate quality of work and work activities by determining priorities of activities, making work assignments, monitors Projects, and providing direction and assistance as required.


Finance & Accounting:


7. Ensures departmental budget is maintained within allowable figures, controls overtime and determines alternative costs cutting measures.


8. Assists with the budget development process and manages spending for area of responsibility for both operating and capital budgets.


Other Related Functions:


9. Keeps abreast of new trends and technologies pertaining to aspects of plastic materials used for piping, fittings, etc.; providing best practices information and direction to implement time and cost savings, while accounting for quality and safety.


10. Serves as a member of various department and industry committees representing PGW, AGA, etc.


11. Performs other special projects and assignments as directed.

Qualifications:

• Bachelor's Degree in Business Management, Construction Management, Mechanical Engineering, Civil Engineering, or other related field of study (Advanced degree and/or Professional engineering license preferred)


• 3- 5 years relevant experience working with construction and/or project management, preferably in natural gas industry; 1 -3 years in a supervisory role.


• Must have knowledge of PGW's corporate systems and their interfaces including Itron meter reading, BCCS, Goldmine customer contact system, AIMS, or similar utility related work management systems.


• Must have knowledge of local, state and federal regulations as they relate to the maintenance of natural gas mains and standards of operation.

 

• Must have knowledge of general office practices including but not limited to Team Building, Strategic Planning, Relationship Management, Excellent Leadership and Resource Management.


• Must have supervisory skills with the ability to create a professional and constructive environment that fosters a team-oriented and customer service approach to day-to-day operations.


• Must have interpersonal/communications skills with the ability to interact effectively at all levels of the organization and maintain a high level of client trust and confidence.


• Must have project management skills with the ability to effectively adapt to rapidly changing technology, work under pressure while handling multiple assignments to meet business needs.


• Must have problem-solving skills with the ability to resolve identify risks to technology implementation for security related issues and build innovative solutions to related business requirements.


• Must be flexible with the ability to work out-of-hours as needed.


• Must be proficient in the use of Microsoft Office with knowledge of Project and Visio.


• Experience in union work environment or familiarity with concepts of collective bargaining and impacts on operations.


• Must have a valid Pennsylvania 's driver's license with good driving record.

 

• Must also pass a pre-employment physical and screening for alcohol and/or illicit/illegal drugs prior to beginning work; and will be subject to random drug testing for the duration of employment as this is a safety sensitive position.  This position is subject to Federal drug testing requirements which includes testing for substances including but not limited to marijuana
