Position Overview
The Commonwealth of PA DOH is seeking a Senior IT Project Manager to lead the implementation of a new Electronic Health Record (EHR) system for 59 State Health Centers and clinical staff within BCHS, BOI, and BCD. The role requires strong experience in EHR/EMR, health informatics, health IT, project management, and organizational change management (OCM).


Required Skills

• 7–9 years of relevant Project Management experience
• Active PMP certification for 5+ years — copy of valid PMP must be submitted
• Demonstrated EHR implementation experience, particularly transitioning from paper-based charting
• EHR/EMR, Health Informatics & Health IT
• Project planning, execution, governance, testing, and implementation
• Business process enhancement/reengineering
• Project schedule, budget, scope, milestones, and risk management
• Stakeholder, vendor, and cross-functional IT team management
• RAID Log and risk mitigation
• Strong communication and leadership skills
• Currently residing in Pennsylvania
• Able to work in the Harrisburg office 2 days/week

Preferred Skills

• Organizational Change Management (OCM)
• Public health program experience
• Health informatics and governance
• Experience managing large-scale enterprise IT implementations

Key Responsibilities

• Lead the complete EHR implementation lifecycle, from planning through implementation and transition to operations.
• Develop and manage the Project Management Plan and Project Schedule.
• Manage scope, budget, milestones, resources, risks, issues, and dependencies.
• Coordinate testing and implementation activities.
• Manage communication plans, status reporting, project metrics, and stakeholder updates.
• Coordinate with application, data warehouse, informatics, networking, security, service management, and vendor teams.
• Facilitate stakeholder and vendor meetings and resolve project issues.
• Develop risk mitigation strategies and track risks through closure.
• Plan and coordinate project-specific training and orientation.
• Report project status and recommendations to senior leadership.
