Position Overview
Project Manager needed to own delivery of heavy civil and wet utility projects for municipal clients across Maryland, D.C., Northern Virginia, and Delaware. Responsible for schedule, budget, quality, safety, and client satisfaction on water, sewer, storm drain, concrete flatwork, grading, and related infrastructure. Supervise assigned Assistant Project Managers and project team. Report to Senior Project Manager or VP of Operations; partner daily with Superintendents.
Key Responsibilities
- Own projects from award through close-out — schedule, cost, quality, and safety.
- Build and maintain CPM schedules and look-aheads; coordinate field sequencing with Superintendents.
- Manage budgets, cost codes, forecasts, and monthly profit projections; drive early variance recovery.
- Lead buyout, subcontracting, procurement, and sub/vendor performance.
- Handle RFIs, submittals, change orders, claims, and pay applications.
- Supervise and mentor assigned Assistant Project Managers and project support staff.
- Partner with Superintendents on production, resources, and field issues.
- Ensure compliance with plans, specs, permits, SWPPP, and agency standards (MDOT, WSSC, local, VDOT, DelDOT, D.C.).
- Serve as primary municipal client contact; maintain strong owner/engineer/inspector relationships.
- Lead project meetings and deliver accurate status reporting; support preconstruction.
Required Qualifications
- 5+ years progressive project management experience in heavy civil or wet utilities (water/sewer/storm).
- Proven delivery of projects on schedule and within budget; municipal / public-works experience strongly preferred.
- Strong CPM scheduling, cost control, change management, and contract administration skills.
- Ability to read civil drawings and specs; proficiency with P6, HeavyJob (or equivalent), and Microsoft Office.
- Valid driver’s license; ability to travel regularly to job sites across MD / DC / NOVA / DE.
- Physical requirements: ability to walk active construction sites, climb ladders, stairs, & occasionally lift up to 25 lbs.
Preferred Qualifications
- Bachelor’s degree in construction management, Civil Engineering, or equivalent experience.
- Direct experience with MDOT, WSSC, local counties, D.C. agencies, VDOT, or DelDOT processes.
- OSHA 30 and prior mentoring of junior staff or multi-discipline leadership experience.
Additional Information
Regular travel to active job sites required.
