Job summary: 
The Project Manager will take ownership of project management and coordination for multiple projects to achieve targets. This includes tracking and managing critical dates to ensure project milestones are met. The Project Manager will communicate and collaborate effectively, regularly leading productive meetings. This role also involves performing administrative tracking of assigned projects, including current status, critical path due dates, predicted completion dates, risks (including resolution owner and due dates), and associated dependencies.

Key Responsibilities

• Lead the planning, execution, tracking, and closeout of RDOF, state and federal grant, subsidy, and other funded broadband deployment programs.

• Develop and maintain integrated project plans covering engineering, permitting, procurement, construction, activation, financial milestones, and regulatory commitments.

• Drive cross-functional execution across Construction, Engineering, Operations, Finance, Regulatory, Procurement, and other supporting organizations.

• Track program milestones, build commitments, locations passed, serviceability, schedule performance, financial performance, and other key deliverables.

• Identify schedule, cost, resource, permitting, construction, and compliance risks and drive mitigation plans to protect program commitments.

• Coordinate with internal regulatory and finance teams to support required documentation, milestone reporting, reimbursement, audit, and compliance activities.

• Establish clear ownership, timelines, dependencies, and escalation paths across multiple concurrent projects and funding programs.

• Lead recurring program reviews and provide concise reporting on progress, risks, dependencies, financial performance, and decisions required from leadership.

• Ensure project records and supporting documentation are accurate, complete, and maintained throughout the lifecycle of each funded program.

• Support development and implementation of standardized processes, controls, dashboards, and reporting mechanisms for grant and subsidy program execution.

• Partner with field and construction leadership to translate funding commitments into executable build plans and ensure alignment between regulatory obligations and operational delivery.

• Serve as a central point of coordination for grant, subsidy, and RDOF execution, proactively resolving issues and escalating barriers that threaten program commitments.

Preferred Qualifications

• Demonstrated experience leading complex, cross-functional infrastructure, telecommunications, construction, or broadband programs.

• Strong project/program management skills with the ability to manage multiple concurrent workstreams, dependencies, deadlines, and stakeholders.

• Experience with federally or state-funded infrastructure programs, RDOF, broadband grants, subsidies, or regulatory compliance preferred.

• Working knowledge of telecommunications network deployment, including engineering, permitting, construction, activation, and operational handoff.

• Strong analytical skills with experience developing project plans, dashboards, executive reporting, risk registers, and performance metrics.

• Ability to influence and drive accountability across organizations without direct authority.

• Strong written and verbal communication skills, including the ability to communicate complex program status, risks, and decisions to senior leadership.

• Proven ability to operate effectively in a fast-paced environment with changing priorities and complex regulatory or operational requirements.
